Dr. Mwinyi opens doors to global investors as Zanzibar targets bigger economic gains

Zanzibar President and Chairman of the Revolutionary Council, Dr. Hussein Ali Mwinyi, has reiterated the government’s commitment to attracting more international investors, saying the Isles still hold vast economic potential that requires deeper collaboration with global partners.

Dr. Mwinyi made the remarks on December 1, 2025, when he met with the Chairman of the Commonwealth Enterprise and Investment Council (CWEIC), Lord Swire, who led a delegation to State House for investment discussions.

The President said Zanzibar has continued to strengthen its investment climate through reforms aimed at boosting investor confidence, especially in the Blue Economy and Tourism sectors, which jointly contribute nearly 30 percent of the Isles’ GDP.


“These two sectors remain the backbone of our economy, and despite their contribution, they still offer many untapped opportunities where institutions like CWEIC can play a meaningful role,” Dr. Mwinyi told the delegation.

He noted that the government has mapped out specific areas requiring investment support, adding that Zanzibar is better positioned than ever to guide investors and facilitate business ventures across key sectors.


Dr. Mwinyi also highlighted the Mangapwani Integrated Port Project, describing it as a strategic gateway expected to stimulate investment in shipping, oil and gas services, logistics and trade.

 He said the government remains keen on attracting more international players to support the project’s long-term vision.

Lord Swire commended Zanzibar’s progress, saying the Isles remain an important partner within the Commonwealth’s investment ecosystem. 


He reaffirmed the Council’s readiness to strengthen cooperation with Zanzibar in expanding trade, investment and economic development.

CWEIC is mandated to promote business partnerships, investment flows and trade across Commonwealth member countries.
