ACT Wazalendo has reshuffled its shadow Cabinet, appointing three new ministers to oversee constitutional affairs, land and housing, and agriculture, livestock and fisheries.
The changes, announced on Thursday, September 24, 2026, were made by party leader Dorothy Manka Semu in consultation with Shadow Prime Minister Isihaka Mchinjita.
According to a statement issued by the party’s Chief Secretary, Idrisa Kweweta, Emmanuel Lazarus Mvula has been appointed Shadow Minister for Constitutional and Legal Affairs.
Mr Mvula, an advocate of the High Court of Tanzania, brings previous experience in the shadow Cabinet, having served as Shadow Minister for Finance and later for Lands, Housing and Human Settlements Development between 2022 and 2025.
The party has also moved Hussein H. Kalyango to the Lands, Housing and Human Settlements Development docket, where he will serve as Shadow Minister.
Before the latest appointment, Mr Kalyango was Deputy Shadow Minister for Defence, Home Affairs and Citizen Security. He previously served as Deputy Shadow Minister for Public Service and Good Governance from 2025 to 2026.
Dickson Modestus Kilufi has been appointed Shadow Minister for Agriculture, Livestock and Fisheries.
The latest changes place the three officials in charge of portfolios covering some of the key areas of public policy, including land administration, housing, agriculture and the legal framework governing the country.
ACT Wazalendo’s shadow Cabinet provides an opposition mechanism for monitoring government performance and policies across different sectors, with its ministers expected to scrutinise government decisions and present alternative policy positions.
