Dar es Salaam. The Tanzania Rural and Urban Roads Agency (TARURA) has warned China Road and Bridge Corporation (CRBC) to accelerate the implementation of road infrastructure projects under the Second Dar es Salaam Metropolitan Development Project (DMDP II), saying further delays could lead to termination of the contractor's contract.
Speaking during an inspection of ongoing works in Ubungo and Kinondoni districts, TARURA Chief Executive Officer, Eng Victor Seff, said the agency was dissatisfied with the pace of construction in several sections despite the contractor having been granted additional time to complete the projects.
He instructed CRBC to increase manpower, construction equipment and site supervision to ensure the works are delivered within the revised contractual schedule.
"You requested additional time to complete these projects. You must now accelerate implementation to recover the lost time and meet the agreed deadlines. Failure to do so will compel the government to terminate the contract and engage a more capable contractor in order to protect public interest," Eng Seff said.
He also directed the contractor to strengthen quality control and improve safety measures at construction sites by installing adequate road signs and traffic management systems to protect motorists, pedestrians and workers.
Despite expressing concern over the pace of implementation, Eng Seff welcomed the completion of the Msumi and Goba–Wakorea bridges, describing them as critical infrastructure that has eased transport challenges and improved public safety, particularly during the rainy season.
"The completion of these bridges has brought significant relief to residents. That is why we have consistently instructed contractors to prioritise areas facing the greatest challenges so that communities can benefit as early as possible," he said.
Eng Seff thanked residents for providing feedback on the progress of the projects, noting that public monitoring plays an important role in ensuring contractors meet the required standards.
He also appealed to communities affected by the projects to continue cooperating with contractors and project supervisors, particularly in areas where compensation processes are still underway, to avoid unnecessary disruptions to construction works.
During the inspection, Eng Seff visited several road projects in Ubungo District, including the 9.9-kilometre Msumi Road and Bridge, the 7.76-kilometre Goba–Wakorea Road, and a number of neighbourhood roads at various stages of construction.
In Kinondoni District, he inspected the Nakalekwa–Bwawani, Umoja, Mahakamani, Mivumoni, Tegeta–Silverz, Shoko–Mongela, Msikitini Bima, Bima–Viwandani, Makoka, Shauri Madai, Makonde and Kanisa roads, while receiving updates on other urban roads being upgraded to asphalt and concrete standards under DMDP II.
The DMDP II programme is aimed at improving urban mobility, reducing flooding and enhancing access to social and economic services through the upgrading of road infrastructure across Dar es Salaam.
