President of Zanzibar and Chairman of the Revolutionary Council, Dr Hussein Ali Mwinyi, has called on the Organisation of African, Caribbean and Pacific States (OACPS) to transform its resolutions into practical programmes that create direct benefits for citizens across member countries.
Dr Mwinyi made the call on Thursday, July 23, 2026, when he met OACPS Secretary-General Moussa Saleh Batraki and his delegation at the State House in Zanzibar.
The President said international partnerships should go beyond agreements and declarations by ensuring that commitments are implemented through projects that improve livelihoods, expand economic opportunities and address challenges facing communities.
He emphasised the need for OACPS to strengthen cooperation among member states in areas such as the Blue Economy, sustainable use of marine resources, fisheries development, marine conservation and technology transfer.
“Development partnerships should translate into programmes that have a meaningful impact on the lives of people,” Dr Mwinyi said, highlighting the importance of turning policy commitments into measurable results.
He said Zanzibar has benefited from various initiatives supported through OACPS and European Union cooperation, including programmes that help small-scale farmers improve production, meet market requirements and enhance the competitiveness of their products.
Dr Mwinyi added that strengthening the Blue Economy remains a key priority for Zanzibar, given the islands’ dependence on marine resources and the potential of the sector to create jobs and support economic growth.
Meanwhile, OACPS Secretary-General Moussa Saleh Batraki praised Tanzania’s contribution to the organisation and recognised Zanzibar’s efforts in advancing the Blue Economy agenda.
Batraki said OACPS remains committed to working with member countries, particularly Small Island Developing States, to address development challenges and promote sustainable economic growth.
The discussions also focused on strengthening cooperation in areas that can support inclusive development, improve resilience and expand opportunities for citizens through regional and international partnerships.
