Dr. Samia Suluhu Hassan rallies support in Kigoma region


The Chama Cha Mapinduzi (CCM) presidential candidate, President Dr. Samia Suluhu Hassan, continued her campaign trail in Kigoma Region on September 13, 2025, with massive rallies across Uvinza, Kasulu, and Buhigwe districts. She was warmly received by thousands of residents, religious leaders, traditional elders, party leaders, parliamentary and council aspirants, and the media.

Opening her campaign in Kigoma from Uvinza District, Dr. Samia expressed gratitude for the overwhelming welcome, noting that it symbolized the trust and unity between CCM and the people. She reminded the crowd that CCM successfully implemented much of its 2020 manifesto, giving her government the confidence to seek a new mandate.

Healthcare

Dr. Samia pledged to strengthen health services, citing the construction of Uvinza District Hospital, the increase in health centers and dispensaries, and improved medical supplies—rising from 11 percent to 91 percent availability. She announced plans to pilot the Universal Health Insurance Scheme before rolling it out nationwide. She also promised to build new health centers in Kadanga, Kabeba, and Kasanza, complete dispensaries in Msihezi, Lagosa, Sambala, Lulinga, and Kahwibili, and finalize the maternal and child ward at Liabusende along with Kazuramimba Health Center.

Education

Highlighting achievements in education, Dr. Samia said her government invested over TSh13 billion in 34 primary schools, TSh19 billion in 31 secondary schools, and TSh2.8 billion in VETA infrastructure. She promised to complete the teachers’ training center in Uvinza, reinforcing her commitment to quality and free education.

Agriculture and Markets

She praised Uvinza farmers, especially women, for benefiting from subsidized fertilizers and extension services. She pledged to expand these programs and promised the construction of a major market to enable women to sell their produce more profitably.

Energy

According to Dr. Samia, electricity access in Uvinza has grown from 2,072 households in 2020 to 9,613 today, with ongoing efforts to extend coverage to all hamlets. She emphasized that reliable electricity will support small-scale agro-industries.

Fisheries and Investment

She noted that TSh442 million had been disbursed in soft loans for fishermen and youth, while the Standard Gauge Railway (SGR) project through Uvinza to Burundi will open trade and job opportunities.


Roads and Bridges

She pledged priority for the Malagarasi River ferry connecting six wards, completion of roads including Ihunde–Kansibu–Uvinza, Kalia Junction–Katavi (via Lugalaba and Ubanda), Lugongoni A–Luhama, Lukoma–Buhibu–Mahale, and urban tarmac roads in Nguruka (5km) and Uvinza town.

Kasulu

In Kasulu, Dr. Samia recalled her 2022 visit when she launched the national grid connection that replaced costly diesel generators, saving over TSh58 billion annually.

She reported progress on key roads: Kidagwe–Kasulu (63km, completed), Kabingo–Kasulu–Manyovu (260.6km, 53–96% complete), Mwanga–Kasumo–Muyama (36km), Uvinza–Kanyani, and Mugome–Kagera–Mukanda (36km).

On agriculture, she said more than 83,500 farmers in Kasulu benefited from subsidized fertilizer, boosting yields and attracting buyers from neighboring Burundi.

She noted that the 28-town water project aims to solve water challenges, alongside borehole drilling in remote areas. With SGR and industrial investments—including a sugar factory employing 500 youths—Kasulu is set to become a business hub. She also highlighted the ongoing Malagarasi hydropower project (49.5MW) and Kidagwe substation to serve Kasulu, Uvinza, Buhigwe, and Kigoma town.

Buhigwe

At a rally in Buhigwe, the home district of Vice President Dr. Philip Mpango, thousands gathered to welcome Dr. Samia. She outlined her administration’s four-year achievements and unveiled plans for 2025–2030.

On agriculture, she pledged continued input subsidies, construction of storage facilities, irrigation farming under the Building a Better Tomorrow (BBT) program for youth, and small industries to add value to ginger production.

On water supply, she said coverage in Buhigwe has reached 84 percent, with the goal of extending it to all hamlets.

On energy, she reminded residents that in 2022 Kigoma was connected to the national grid for the first time, saving the country over TSh57 billion annually. She reported that Buhigwe benefited from 43 REA projects worth over TSh3 billion, leaving only 12 hamlets without electricity. She pledged to generate 46MW from the Malagarasi River to power small industries.

On healthcare, Dr. Samia said her first priority is people’s health. She promised to recruit 5,000 new health workers within 100 days of her next term, with Buhigwe benefiting from the allocation. She added that the Universal Health Insurance Scheme would be rolled out, with government covering costs for low-income families.

She also pledged to improve communication services, expand TBC radio coverage, build new roads such as Kalela–Buyama–Buhigwe–Katunda, and install streetlights in Buhigwe town to boost 24-hour business operations. Additionally, she promised to establish an SGR station in Buhigwe to ease trade and transportation.

Dr. Samia closed her rallies by urging the people of Kigoma to renew CCM’s mandate, stressing that only unity between the people and the government can complete ongoing projects in health, education, water, energy, agriculture, fisheries, roads, railways, and industry—laying the foundation for inclusive growth and prosperity.
