Ngorongoro District is preparing a new five-year development strategy that puts roads, water, grazing land and social services at the centre of efforts to improve the lives of residents and accelerate economic activity.
The strategy, now in the final stages of review, is intended to guide the district’s development priorities over the next five years and align them with the country’s long-term development vision for 2025-2050.
District leaders say the plan must move beyond broad ambitions and identify priorities that can be measured and assessed based on their impact on residents.
Opening a special meeting to review the strategy, Ngorongoro District Commissioner Brigadier General Wilson Sakulo challenged councillors to ensure the plan responds to the district’s most pressing needs.
“Today we have gathered here to plan for the next five years. Ensure that you identify measurable priorities by considering the interests of the people of this district so they can access better social services and infrastructure and improve their economic activities,” he said.
His remarks place the emphasis on whether the strategy will deliver tangible improvements in communities, particularly in areas where residents depend heavily on livestock keeping and other local economic activities.
Among the priorities raised by councillors during the review were improved roads, reliable water supplies, adequate grazing areas and stronger social services.
Better roads are expected to be important in improving access to markets and public services, while water infrastructure remains critical for both households and livestock.
Access to adequate grazing areas is also a major concern for communities whose livelihoods depend on livestock, making land and natural-resource management an important part of the district’s development agenda.
Ngorongoro District Council chairman Manja Sironga Yaile also recognised the contribution of the Ngorongoro Conservation Area Authority (NCAA) to development initiatives in the district.
He described the authority as an important development partner because of its participation in various social development programmes in Ngorongoro Division and the wider district.
The review of the strategy comes as the district seeks to establish clearer development priorities and ensure resources are directed towards projects with measurable benefits for residents.
For the strategy to deliver the promised transformation, local leaders will have to translate the identified priorities into specific projects, budgets and implementation targets that can be tracked over the five-year period.
The final strategy is expected to provide the framework through which Ngorongoro will coordinate development investments and measure progress in improving infrastructure, public services and economic opportunities for its residents.
