Chagati Hamlet Chairperson convicted in corruption case

The Karagwe District Court has convicted Chagati Hamlet Chairperson, Robson Andrea Nganshinga, on corruption charges after finding him guilty of issuing an identification letter to a person he allegedly knew was not a Tanzanian citizen.

The judgment was delivered by Senior Resident Magistrate Charles Ngonyani in Corruption Case No. 15343 of 2026.

Kagera Regional Head of the Prevention and Combating of Corruption Bureau (PCCB), Ismail Bukuku, said the accused was charged under Section 15(1)(b) and (2) of the Prevention and Combating of Corruption Act (PCCA), Chapter 329.

According to the prosecution, Nganshinga knowingly issued an identification letter confirming that Fabuan John, also known as Dusabimana Fabiice, was a resident and citizen of Tanzania to facilitate his employment at the KDCU Coffee Processing Factory, despite allegedly knowing that he was a Burundian national.

After reviewing the evidence presented during the trial, the court found Nganshinga guilty and sentenced him to either pay a fine of TSh500,000 or serve three years in prison. Court records show that the convicted official opted to pay the fine.

The prosecution was led by PCCB State Attorney Mohamed Kassim Mtambo.

The ruling highlights ongoing efforts by anti-corruption authorities to enforce accountability among public officials, particularly in cases involving the misuse of official authority and the issuance of identification documents that may facilitate access to public services or employment through fraudulent means.
