Samia shakes up top government leadership in new appointments and transfers

President of the United Republic of Tanzania, Dr. Samia Suluhu Hassan, has announced new appointments and transfers of senior government officials in a move aimed at strengthening efficiency, coordination, and service delivery across key ministries and government institutions.

The changes, announced on May 2, 2026 in Dar es Salaam, were issued through a statement by the Chief Secretary, Ambassador Dr. Moses Kusiluka, from the Directorate of Presidential Communications at State House.

According to the statement, Dr. Evaline Wilbard Munisi has been appointed as Deputy Minister in the Prime Minister’s Office, responsible for Labour, Youth, Employment and Persons with Disabilities. 

She replaces Ms. Rahma Riyadh Kisuo, whose appointment has been revoked under the latest administrative adjustments.

In further changes affecting key ministries, Mr. Eliakim Chacha Maswi has been transferred from the Ministry of Constitution and Legal Affairs and appointed as Permanent Secretary in the Ministry of Community Development, Gender, Women and Special Groups. 

His new role places him at the centre of national efforts focused on social welfare, gender equality, and community empowerment programmes.

At the same time, Dr. John Antony Jingu has been moved from the Ministry of Community Development, Gender, Women and Special Groups and appointed as Permanent Secretary in the Ministry of Constitution and Legal Affairs. 

The reassignment is expected to strengthen legal and administrative coordination in the ministry responsible for constitutional and legal affairs.

The government said the changes reflect the ongoing commitment of the administration of Samia Suluhu Hassan to improve public service delivery, enhance institutional performance, and ensure that leadership positions are occupied by experienced and capable officials aligned with national priorities.

Officials further noted that such appointments and transfers are part of routine government administrative processes designed to align skills with responsibilities and strengthen coordination across ministries and departments.

The announcement was signed by Bakari S. Machumu, Director of Presidential Communications in the Office of the President, confirming that the changes take immediate effect.

The reshuffle comes as the government continues to push for improved efficiency in public institutions, with a strong focus on accountability, productivity, and the effective implementation of national development goals.
