TPSC hosts Somali delegation for Public Service capacity building programme

Tanzania Public Service College (TPSC) has hosted a high-level delegation from Somalia for a capacity-building programme for the cabinet secretariat, aimed at strengthening public service delivery and governance systems and deepening bilateral cooperation between the two nations.

The programme, held at the Tanzania Public Service College (TPSC) in Dar es Salaam, brings together staff from the Department of Cabinet Affairs under Somalia’s Office of the Prime Minister. It focuses on enhancing core government functions, including cabinet coordination, records management, policy alignment, and decision tracking.

The event was officially opened in the presence of Deputy Permanent Secretary in the President’s Office for Public Service Management and Good Governance, Xavier Mrope Daudi, who represented the Government of Tanzania.

In opening remarks, TPSC Rector and Chief Executive Officer, Dr. Ernest Mabonesho, described the initiative as a significant step in advancing institutional capacity and improving public sector efficiency. 

The college, established in 2000 following the merger of key civil service training institutions, has since evolved into a national centre of excellence for public administration training, research, and consultancy.

The programme was developed at the request of the Federal Government of Somalia, following consultations between TPSC and Somalia’s Prime Minister’s Office. 


The training combines theoretical learning, practical sessions, and institutional exposure, aimed at equipping participants with tools that can be adapted to their home country’s governance systems.

“This engagement reflects a shared commitment to strengthening governance and enhancing service delivery,” Mabonesho emphasized, emphasizing the importance of knowledge exchange and institutional collaboration.

The initiative builds on growing diplomatic relations between Tanzania and Somalia, particularly following a high-level Tanzanian government visit to Mogadishu in December 2025. 

That visit laid the groundwork for expanded cooperation in public sector development and capacity building.

Participants and officials highlighted that beyond skills development, the programme is expected to foster long-term professional networks and partnerships between the two countries.

The training marks another step in Tanzania’s broader role in supporting institutional development across the region.
