CCM Presidential Candidate Dr. Samia Suluhu Hassan has used her campaign trail in Tabora to highlight major achievements delivered under her leadership since 2021, including improvements in health, education, water, roads, agriculture, and electricity.
Addressing large rallies in Uyui, Urambo, and Kaliua on September 11, 2025, she assured residents that if re-elected in October, her government will scale up investments in social services and infrastructure while prioritising key economic sectors such as agriculture and livestock.

UYUI – TABORA
CCM Presidential Candidate, Dr. Samia Suluhu Hassan, thanked the people of Uyui for the warm welcome and recalled her visit on May 17, 2022, when she inaugurated the 85-kilometre Nyahua–Chanya road. She reminded them that during that visit, residents raised concerns about shortages of health and education staff. Today, the government has deployed 161 health workers and 412 teachers to the district. She further emphasized that within her first 100 days in office, the government recruited 5,000 health workers and 7,000 teachers, with some of them posted to Uyui.
HEALTH
Dr. Samia said TSh 8.2 billion has been invested to improve the district hospital, build five new health centres, 17 new dispensaries, and supply three ambulances. She pledged that, if re-elected, her government will continue supporting the completion of health centres initiated by local communities, particularly in Goweko and Usagari.
EDUCATION
On education, Dr. Samia highlighted that the number of secondary schools in Uyui has risen from seven to 34 in the past four years, with enrolment increasing from 12,000 to 17,500 students. Primary schools have grown from 158 to 182. The government has sustained the free-education policy, built new classrooms for early childhood education, and introduced new pre-primary programs. She also promised to complete the construction of the VETA college and establish small-scale industries to add value to youth agricultural produce.
AGRICULTURE & LIVESTOCK
Dr. Samia said her government has built irrigation schemes in Goweko and Ulianyama, continued providing subsidies for fertilizers and seeds, and supplied vaccines for livestock keepers. She assured residents that if re-elected in October, her administration will expand livestock dips and dams. She also addressed long-standing claims by tobacco farmers, noting that the government is in talks with companies to ensure farmers are paid. To boost competition, more companies have been licensed to purchase tobacco.
WATER
The candidate reported that 15 water projects have been completed, raising service coverage to 67 percent. She promised to construct a one-million-litre water tank under the Lake Victoria project at Ilolangulu Ward, to also benefit Kalola, Isila, Dono, and Mabana wards. She noted that projects in Kigwa, Kizengi, and the Igombe Dam are progressing well.
INFRASTRUCTURE
Dr. Samia said the design for the Loya River Bridge is complete, funds have been allocated, and the government is seeking a contractor for construction. She pledged to continue upgrading village roads, including the Ilolangulu–Isenga–Kasisi A and Ndono–Mfuluma–Makazi roads. The Tabora–Kahama road request has also been received for action.
ELECTRICITY
Dr. Samia reminded residents that under her leadership, electricity has already reached every village in Uyui between 2021 and 2025. She asked them to vote for CCM so her government can extend electricity to all remaining sub-villages between 2025 and 2030.
URAMBO – TABORA
Campaigning in Urambo, Dr. Samia assured residents that CCM has delivered 90 percent of the 2020–2025 manifesto and is finalizing the remaining commitments.
TOBACCO
She highlighted that tobacco production in Urambo has increased from 11,208 tonnes in 2021/22 to 20,492 tonnes in 2025. The value of exports rose from USD 11 million in 2021/22 to USD 50 million in 2024/25, while the price per kilogram doubled from USD 1 to USD 2.5. She added that all harvested tobacco is now purchased, with a value-addition factory established in Morogoro before export. She urged farmers to adopt modern curing technology to reduce deforestation, protect water sources, and sustain rainfall.
She also noted that irrigation schemes have been built in Uyogo and Izimbili, and a new produce market has been established.
EDUCATION
Dr. Samia requested support from Urambo voters to build 12 new primary and secondary schools and further improve education infrastructure.
INFRASTRUCTURE
She reminded residents that her government has already built several tarmac roads in areas including Emirates–Mnyonge–Usoke, Urambo–Ukwanga, Igunguri–Milambo, Urambo–Itebulanda–Kangeme, Izimbili–Mabama, Tebela–Uwima, Usoke–Kalembela, and Kindwa. She promised to continue expanding tarmac roads in Urambo.
She also pledged a new market in St. Vincent area and new business stalls at the main bus terminal. Health, water, and electricity projects, she assured, will continue to receive priority.
KALIUA – TABORA
In Kaliua, Dr. Samia thanked residents for their strong turnout and highlighted achievements in water, electricity, roads, health, and education.
HEALTH
She promised to continue expanding the health network by building health centres in Ukumbi, Siganga, Kashishi, Ugunga, and Ichemba, and completing eight dispensaries in Imalaupina, Ushokola, Igombe, Sitini, Mnange, Keza, Ikonongo, Igwisi, and Mwahajala, including staff houses. The completion of the Kaliua District Hospital, including a mother-and-child unit, will also be prioritized.
INFRASTRUCTURE
Dr. Samia pledged new tarmac roads in Banyanga, Masudi–Silimu–Msufini, Kisamvu, Machibya 1, Kibonde, Ostabei, and KKKT. Gravel roads will be built in King’wang’okoko–Usonga, Taba–Imara–Keza, Ichemba–Mwande, Sasu–King’wang’okoko–Seleli, Mpanda–Mlowoka–Mwahajala, Uyowa–Msungwa–Uliyankulu, Ufukutwa–Tuombemungu–Mkuyuni, and Keza–Igombe. New roads will also be opened in Seleli, Mwahajala, and Uliyankulu. The request for the Kahama–Tabora road is also under review.
WATER
She asked Kaliua residents to vote CCM to enable her government to construct a new water treatment plant serving 17 villages, build a new dam at Zugimlole, and continue drilling boreholes to eliminate water shortages within five years.
LIVESTOCK
Dr. Samia pledged to establish a ranch and pasture farm, modern abattoirs and livestock markets in Kasungu, and cattle dips in Makingi and Mitimitano.
LAND SURVEYING
She further pledged that her government will support land surveying and titling in Kasungu, Ufukutwa, and Ushokola to give residents secure plots for businesses and homes.
