A five-day study tour aimed at learning how to run health services through Public-Private Partnership (PPP) arrangements is taking place in Zanzibar.
The tour started on May 26 and will end on May 30, 2025.
The team includes experts from the Public-Private Partnership Centre (PPPC) and university lecturers.
They are led by Mr. Dakawa Msoleni, a Project Officer from the PPPC’s Project Management Division.
The goal is to create awareness on how PPPs are improving healthcare services in Zanzibar.
This visit follows a recent programme by PPPC to provide training and identify potential PPP projects in all local government authorities on the Tanzanian mainland.
Now, Zanzibar is being used as a case study for learning, due to its progress in applying the PPP model in health service delivery.
During the visit, the team met with the Commissioner for PPPs in Zanzibar, Mr. Emmanuel Mashimba.
He welcomed the delegation and shared that President Dr. Hussein Mwinyi’s support for PPPs has helped grow the private sector’s role in the economy, especially in healthcare.
“President Mwinyi’s efforts have improved private sector involvement in public service. The PPP approach is helping to deliver better and more reliable healthcare to the people,” said Commissioner Mashimba.
The delegation also met with Dr. Hussein Marijani, Director of Preventive Services at the Zanzibar Ministry of Health.
Dr. Marijani said that the PPP approach in the health sector has led to big changes. He added that while there are still some challenges, efforts are being made to solve them.
“Working with the private sector has helped us improve health services. We are learning and improving each day,” said Dr. Marijani.
The study tour is part of a bigger national plan to strengthen knowledge and build skills among government officials and institutions on how to manage PPP projects successfully.
This learning experience is expected to support future improvements in health services through stronger public-private cooperation. The visit highlights the government’s commitment to using PPPs as a way to provide better services to the people of Tanzania.
