Samia infrastructure bond to fast-track road projects in Tanzania

The newly introduced Samia Infrastructure Bond is expected to significantly reduce delays in road construction and maintenance across the country by addressing payment challenges faced by local contractors.

Speaking during a two-day working session with regional and council communication officers under the President’s Office – Regional Administration and Local Government (PO-RALG), the Acting Head of Public Relations and Communications at the Rural and Urban Roads Agency (TARURA), Ms. Catherine Sungura, said the bond is already showing impact.

“The Samia Infrastructure Bond is a game changer. It will eliminate delays caused by late payments to contractors, which have been a major obstacle to timely completion of road projects,” said Ms. Sungura during the session held in Dodoma.

She explained that TARURA, in collaboration with CRDB Bank, has successfully raised TZS 323 billion through the bond. 

The funds will be issued as loans to local contractors to help them complete ongoing and new road works efficiently.

“This is not just about funding. It’s about empowering Tanzanian contractors to deliver quality infrastructure on time. With reliable financial support, we are confident that more roads will be built and maintained without unnecessary delays,” she noted. 

In addition to the financial breakthrough, Ms. Sungura emphasized the importance of strengthening communication around TARURA’s work.

“We will continue working closely with public relations officers in local government authorities to raise awareness about TARURA’s efforts. The public deserves to know how road infrastructure is being improved for their benefit,” she said.

The Samia Infrastructure Bond, named after President Samia Suluhu Hassan, is part of broader government efforts to boost public infrastructure and support local contractors in driving national development.
