Government moves to strengthen planning, budget execution

The government is reviewing its planning and budgeting processes as part of efforts to improve the implementation, management and oversight of public funds during the 2027/28–2029/30 financial period.

The move is also aimed at ensuring that government plans and budgets are better aligned with national priorities and implemented more efficiently across ministries, departments and public institutions.

Speaking at Kambarage Hall, Treasury Square, Dodoma, Assistant Government Accountant at the Ministry of Finance, Ayubu Banzi, said the review would give planning and budget experts an opportunity to identify challenges and propose improvements to the budget process.

Mr Banzi, who represented the Ministry’s Permanent Secretary, Dr Natu El-Maamry Mwamba, was opening a working session for the second group of planning and budget experts taking part in the programme.

He said contributions from participants would be used to improve the preparation and execution of the government budget, as well as strengthen mechanisms for monitoring public spending.

“The views and recommendations from this session will help improve the efficiency of budget implementation and management,” Mr Banzi said.

He added that the discussions would also inform the review of the Guidelines for the Preparation of Government Plans and Budget for 2027/28–2029/30.

The session brought together planning and budget officers from ministries, independent departments, government agencies, regional secretariats and local government authorities.

The training is intended to strengthen the technical capacity of officials responsible for planning and budgeting, ensuring they have the skills required to prepare realistic plans, allocate resources effectively and monitor implementation.

The government has increasingly placed emphasis on improving the link between planning, budgeting and actual service delivery, with effective budget execution remaining critical to ensuring that public resources translate into tangible benefits for citizens.

The review of the planning and budgeting framework is therefore expected to strengthen accountability, improve resource allocation and enhance the implementation of government priorities in the coming financial years.
