Sugar project set to transform Pangani’s economy

The Tanzanian government's vision is to accelerate economic transformation by strengthening key productive sectors, with industrialisation remaining one of the central pillars of its development agenda.

Manufacturing is widely recognised as a major driver of economic growth because it creates jobs, stimulates investment and supports the expansion of other sectors through extensive value chains. 

As a result, the government is implementing policies aimed at ensuring every district develops industrial clusters that promote inclusive economic growth across the country.

One of the flagship initiatives is taking shape in Pangani District, Tanga Region, where the government is developing a large-scale sugarcane farming project alongside the construction of a modern sugar factory.

The project is part of the Sixth Phase Government's broader strategy under President Samia Suluhu Hassan to expand industrial production, strengthen agricultural value chains and stimulate regional economic development.

During her working visit to Pangani on February 26, 2025, President Samia reaffirmed the government's commitment to establishing commercial sugarcane plantations and a large sugar processing factory. 

She said the project is designed to increase domestic sugar production, create employment opportunities and restore Tanga Region's historical reputation as one of Tanzania's leading industrial hubs.

The project is being coordinated by the Tanzania Investment and Special Economic Zones Authority (TISEZA). 

A major milestone was reached in June 2026 when compensation payments began for 474 residents from Mseko and Kigurusimba villages in Masaika Ward whose land has been earmarked for the development.

Tanga Regional Commissioner Ambassador Dr. Batilda Buriani welcomed the commencement of compensation payments, describing it as an important step towards implementing a project that is expected to generate significant economic benefits for both the region and the nation.

She noted that more than 400 residents had already completed the required documentation, with those who reported early receiving priority while the remaining beneficiaries continue to be processed as the exercise progresses.

The integrated sugar project is estimated to cost US$350 million equivalent to more than TZS 900 billion making it one of the largest agricultural and industrial investments in the region. Approximately 22,000 acres have been allocated for the development, which will include commercial sugarcane plantations and a modern processing factory.

Once completed, the project is expected to create thousands of direct and indirect employment opportunities, particularly for young people, while strengthening Tanzania's drive towards self-sufficiency in sugar production. 

Increased domestic output will also reduce reliance on imports and create opportunities for exporting surplus sugar to regional and international markets.

Beyond industrial production, the investment is expected to revitalise agriculture in Pangani. Local farmers will benefit from a reliable market for sugarcane, encouraging increased production and greater participation in commercial agriculture. 

This, in turn, is likely to raise household incomes and improve livelihoods throughout surrounding communities.

The project is also expected to boost local government revenues through increased business activity, tax collections and investment, while stimulating the growth of supporting industries such as transport, logistics, equipment maintenance, financial services and trade.

As the project moves from planning to implementation, it represents more than the construction of a sugar factory. 

It is a strategic investment that combines agriculture and industry to unlock economic opportunities, strengthen regional development and contribute to Tanzania's long-term industrialisation agenda.

If successfully implemented, the Pangani sugarcane and sugar factory project has the potential to become a catalyst for sustainable economic growth, transforming Pangani District into a major agro-industrial centre while contributing significantly to the prosperity of Tanga Region and Tanzania as a whole.
