DAWASA, Ubungo leaders join forces to tackle water challenges

The Dar es Salaam Water and Sewerage Authority DAWASA has held a key consultative meeting with councillors from various wards in Ubungo, bringing together local leaders and district officials to find lasting solutions to ongoing water supply challenges affecting residents.

The meeting, held on June 9, 2026, and chaired by Ubungo Mayor Lawrence Mlaki, provided an open platform for ward councillors to share firsthand experiences of water shortages, irregular supply, and infrastructure constraints affecting communities across the district. 

The discussions aimed at strengthening coordination between DAWASA and local leaders to improve water service delivery.

Mayor Mlaki said Ubungo District Commissioner Albert Msando welcomed the initiative, noting that direct engagement between service providers and elected leaders is critical in addressing public concerns more effectively.

He said the session gave councillors the opportunity to present real challenges from the ground and propose practical solutions that can be considered in ongoing and future water projects.

“Today DAWASA has listened directly to councillors from different wards presenting the challenges they face in their areas. The views shared will help strengthen planning and improve the delivery of water services to our citizens,” said Mlaki.

He also commended DAWASA for continuing to implement improvements at the Ruvu Juu water treatment plant, particularly the installation of new pumps, which are expected to increase water production and improve distribution once completed.

Mlaki urged the authority to speed up the implementation of the project, noting that it is among the key priorities raised by councillors as part of long-term solutions to water shortages in Ubungo.

“This project is very important for our community. We encourage DAWASA to accelerate its implementation so that residents can start benefiting from improved water services as soon as possible,” he added.

Speaking on behalf of the authority, DAWASA Board Chairman Engineer Romanus Mwangingo said all concerns raised by leaders have been fully noted and will be addressed through ongoing and planned interventions aimed at improving service delivery.

He said DAWASA remains committed to ensuring that residents receive reliable and safe water supply, especially in fast-growing urban areas like Ubungo.

“We have listened carefully to all the challenges raised. Our commitment is to work on them step by step so that citizens can access clean and reliable water services without interruption,” said Eng. Mwangingo.

DAWASA Chief Executive Officer Engineer Mkama Bwire emphasized the importance of continuous cooperation between the authority and local leaders in identifying areas facing the most severe and long-standing water challenges.

He said such collaboration helps ensure that priority is given to the most affected communities when implementing water infrastructure projects and improvement plans.

“We urge councillors to continue working closely with us in identifying areas with serious water challenges. This cooperation is key in ensuring that solutions reach the people who need them most,” said Eng. Bwire.

The meeting reflects ongoing efforts by the Government of Tanzania and DAWASA to strengthen community engagement and improve essential public services.

Ubungo, one of Dar es Salaam’s fastest-growing districts, continues to experience increasing demand for water due to rapid population growth and urban expansion. 

Authorities say ongoing infrastructure upgrades, including improvements at Ruvu Juu, are expected to significantly boost water supply once fully completed and operational.

Leaders at the meeting expressed optimism that continued cooperation between government institutions and local representatives will help bring lasting solutions to water challenges and improve the quality of life for residents in Ubungo.
