Tanzania launches Mufti Health Insurance Fund to expand affordable healthcare access

The Government of the United Republic of Tanzania has launched a new initiative aimed at expanding access to affordable healthcare through strengthened collaboration with religious institutions, with the introduction of the Mufti Health Insurance Fund in Dar es Salaam.

The launch was officiated on 7 May 2026 by the Minister for Health, Mohammed Omary Mchengerwa, who described the initiative as a major milestone in advancing universal health coverage and ensuring that more Tanzanians are protected from the financial burden of medical expenses.

The fund is designed to integrate members of the Islamic community into the national health insurance system, with a focus on increasing enrollment among low-income earners and vulnerable groups who have historically faced challenges in accessing health insurance services. 

The initiative is expected to improve access to quality healthcare while reducing out-of-pocket expenditure for households.

Minister Mchengerwa said the programme reflects the Sixth Phase Government’s commitment under President Samia Suluhu Hassan to build inclusive and sustainable health financing systems that guarantee equitable access to healthcare for all citizens. 

He emphasized that health remains a key pillar of national development, directly linked to productivity, economic growth, and social stability.

He noted that implementation of the scheme is taking place under the Universal Health Insurance framework established by law, which aims to ensure that every citizen is covered. 

The first phase of implementation began in January 2026, prioritizing vulnerable populations, including low-income groups and individuals who were previously unable to afford insurance contributions.

The Minister further underscored the important role of religious institutions in supporting national development efforts, particularly in health education, awareness creation, and community mobilization.

 He said such institutions are critical partners in encouraging preventive healthcare practices and promoting enrollment in health insurance schemes across communities.

He directed that the new fund be formally registered under the Tanzania Insurance Regulatory Authority to ensure transparency, accountability, and strong oversight in its operations. 

He stressed that regulatory compliance would help build public confidence and ensure effective delivery of services under the scheme.

Religious leaders who participated in the initiative were commended for their cooperation and commitment to supporting government efforts to improve public health outcomes. 

The Minister said the collaboration demonstrates the power of partnerships between government and faith-based organizations in expanding service delivery to underserved populations.

He added that the Mufti Health Insurance Fund is expected to significantly ease the burden of medical costs on families and reduce cases of financial hardship caused by healthcare expenses. 

The government, he reaffirmed, will continue to work closely with all stakeholders to strengthen inclusive health financing systems and ensure the sustainability of universal health coverage in Tanzania.
