The Tanzania Police Force in Dar es Salaam has stepped up investigations into the shocking killing of a second-year student from the Institute of Finance Management, whose body was discovered in the waters of the Msimbazi River at Kipawa, Ilala Municipality.
Police said the body of the student, identified as James Rogers Temba, was found on April 30, 2026, floating in the river with severe injuries, including the absence of the head. The discovery has raised public concern and prompted a thorough and urgent investigation by security authorities.
According to police, four suspects have already been arrested in connection with the incident. The suspects are Steven Rogers Chaka, 31, a laboratory technician from Bomang’ombe in Hai District, Kilimanjaro Region; Anna Frank Lema, also known as “Happines,” 30, a businesswoman residing in Tabata Chang’ombe; Twalibu Khamis, also known as “Mputo,” 23, a resident of Kigogo Kati; and Michael John, also known as “Tambali,” 26, also from Kigogo Kati.
The police force has stated that several exhibits and pieces of evidence are currently under examination as investigators work to establish the exact circumstances surrounding the killing, including the motive and the role of each suspect.
Authorities have called on citizens to remain calm and avoid spreading speculation or unverified information, assuring that the investigation is being conducted with professionalism and seriousness. They further emphasized that anyone found responsible will face legal action in accordance with the law.
The incident has deeply shocked residents of Dar es Salaam, especially the academic community, as investigations continue to shed light on what led to the tragic death.
