Chande report urges shared accountability after 2025 poll unrest

A report by a commission led by retired Chief Justice Mohamed Othman Chande has called for collective accountability among state institutions and political actors following unrest linked to Tanzania’s October 29, 2025 general election, a local political analyst said.

The commission submitted its findings to President Samia Suluhu Hassan, outlining factors behind the violence and proposing reforms aimed at preventing a recurrence.

Political analyst Said Miraji said the report reflects citizens’ concerns and stresses the need for responsibility across public institutions, security organs and political leadership.

“The report addresses accountability among public servants, the conduct of security organs in the use of force, and the role of politicians whose rhetoric contributed to the situation,” Mr Miraji said in Dar es Salaam.

He added that the findings go beyond the immediate events of the election period, pointing to deeper socio-economic pressures that have built up over time.

“It highlights long-standing challenges such as unemployment and the rising cost of living, which have contributed to tensions in society,” he said.

Mr Miraji said effective implementation of the commission’s recommendations could help ease divisions and strengthen stability.

“If the recommendations are acted upon, the report could provide a path toward addressing current divisions and challenges facing society,” he said.

The report comes as Tanzania reflects on the conduct of the 2025 elections and considers reforms to strengthen governance and social cohesion.
