Ulega calls for discipline, transparency in construction sector

Minister for Works Abdallah Ulega has urged institutions under the construction sector to strengthen discipline, transparency and accountability to ensure development projects across the country are implemented efficiently and completed on time.

Speaking on March 30, 2026, in Dodoma during the opening of the Workers’ Council meeting of the Ministry of Works (Tanzania), Mr Ulega called on employees and leaders in the sector to improve professionalism, efficiency and work discipline in carrying out their responsibilities.

He said improved accountability and timely implementation of projects were essential for delivering the intended development outcomes for citizens.

The minister also emphasised the need for institutions to submit their board performance reports on time, noting that such reports enable the ministry to plan and implement its programmes more effectively.

“Work with professionalism, commitment and knowledge, and avoid corruption in order to achieve the intended goals,” he said.

Mr Ulega further directed leaders of institutions under the ministry to accelerate the implementation of development activities and ensure that their operations bring tangible results.

The institutions include the Tanzania Electrical, Mechanical and Electronics Services Agency (TEMESA), Tanzania Buildings Agency (TBA), Tanzania National Roads Agency (TANROADS), Engineers Registration Board (ERB), Contractors Registration Board (CRB), National Construction Council (NCC), Architects and Quantity Surveyors Registration Board (AQRB), Rural and Urban Roads Agency (TARURA) and the Institute of Construction Technology (ICoT).

In another directive, Mr Ulega instructed Tanzania National Roads Agency (TANROADS) to intensify supervision of road and airport infrastructure projects to ensure they are completed within the planned timeframe and meet the required quality standards.

He also urged revenue-collecting institutions in the sector, including Architects and Quantity Surveyors Registration Board (AQRB), Engineers Registration Board (ERB) and Contractors Registration Board (CRB), to increase revenue collections while maintaining strict expenditure control to enhance efficiency and performance.

The minister reminded leaders in the construction sector to observe public service ethics, including fighting corruption, respecting the rule of law and safeguarding official information.

He said public officials must manage national resources with integrity and professionalism in line with the development vision of the sixth-phase government under President Samia Suluhu Hassan.

Meanwhile, the Permanent Secretary in the Ministry of Works (Tanzania), Aisha Amour, who also chairs the ministry’s Workers’ Council, said the ministry is working to address challenges facing staff in order to strengthen cooperation between management and employees and improve the working environment.

The Workers’ Council meeting, which began on Monday, will conclude tomorrow, with members expected to discuss and approve the ministry’s budget estimates for the 2026/27 financial year before they are presented to Parliament.
