The Minister of State in the Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG), Prof. Riziki Shemdoe, has directed Regional Administrative Secretaries and Council Directors not to transfer or recommend transfers for civil servants found to have disciplinary challenges within regional and local government authorities.
Instead, he instructed that appropriate action be taken by opening formal disciplinary cases against them.
Prof. Shemdoe issued the directive recently during a working session with Muheza District officials aimed at promoting accountability in the management and use of funds for development projects.
The instructions follow guidance from Prime Minister Dr. Mwigulu Nchemba, who, during his visit to Muheza District, identified financial mismanagement in the Administration Building Project and tasked Prof. Shemdoe and the Minister of the President’s Office – Public Service and Good Governance, Ridhiwani Kikwete, to take action.
He further instructed leaders not to use development budget funds to pay staff entitlements and emphasized that internally generated revenue allocated for development projects must be used strictly for planned activities.
In addition, Prof. Shemdoe called on Council Directors to ensure full oversight of financial resources and their proper use, aiming to deliver sustainable development and tangible benefits to citizens.
He also urged Regional Administrative Secretaries to conduct a thorough review of development funds from both the central government and internally generated revenues from the 2024/25 financial year to date.
“If any council is found to have mismanaged funds and there are suspects involved, Ridhiwani Kikwete and I will take strict action,” Prof. Shemdoe stressed.
This move is part of efforts to actively support President Dr. Samia Suluhu Hassan’s commitment to ensuring that development funds are used effectively to improve service delivery through better infrastructure in health, education, and road projects.
