The Government has reaffirmed its commitment to building a strong and inclusive partnership with the private sector as a key strategy for accelerating Tanzania’s digital economy and national development.
The Minister for Communication and Information Technology, Angela Jasmine Mbelwa Kairuki, made the remarks on February 26, 2026, while chairing a high-level working session between the Ministry and private sector stakeholders held at the Ministry’s offices in Mtumba Government City, Dodoma.
The meeting focused on strengthening cooperation in the development of the communications and information technology sector, with discussions centering on policy implementation, infrastructure development and innovation as drivers of economic growth.
Speaking during the session, the Minister said the Government is continuing to implement the National Space Programme in line with the vision articulated by the President of the United Republic of Tanzania on February 8, 2022, aimed at enabling the country to own its own satellite to address communication challenges nationwide.
She noted that effective collaboration between the Government and the private sector will be critical in ensuring the programme delivers tangible benefits to citizens and contributes to the growth of the digital economy.
She also said the Ministry is strengthening the protection of Critical Information and Communication Technology Infrastructure in accordance with the Cybercrimes Act of 2015, adding that guidelines for the designation of such infrastructure are at the final stage of approval.
The Minister called on stakeholders to work closely with the Government to protect and develop ICT infrastructure, stressing that safeguarding these systems is a shared national responsibility.
The Minister further emphasized that cooperation between the Government and the private sector is central to the successful implementation of the National Digital Economy Strategy.
She said such collaboration promotes innovation, attracts investment and creates employment opportunities.
She added that the Ministry, in partnership with stakeholders, is preparing Digital Economy Satellite Accounts to clearly measure and understand the contribution of the ICT sector to the national economy.
In a bid to expand access to communication services and improve efficiency, the Minister urged service providers to adopt infrastructure sharing arrangements, including co-location and the National Roaming system, to avoid duplication of resources.
She said the Government is determined to ensure that by 2030, no part of the country remains without communication services, expressing confidence that the goal is achievable through collective effort.
She also revealed that the Ministry is developing guidelines for smart construction of communication infrastructure to ensure quality, safety and shared use.
At the same time, she invited private sector players to partner with the Government in transforming Mtumba Government City into a modern ICT-enabled smart city, describing it as a strategic opportunity for Tanzania to demonstrate its technological capabilities.
Concluding the session, the Minister reaffirmed the Government’s resolve to continue investing in the communications and information technology sector in close partnership with the private sector, with the aim of ensuring all citizens access reliable, affordable and high-quality services, and positioning ICT as a cornerstone of inclusive and sustainable national development.
