Minister orders transfer of land ownership for Livestock and Fisheries institutions’ headquarters

The Minister of Livestock and Fisheries, Ambassador Dr. Bashiru Ally Kakurwa, has directed that the land for the construction of the headquarters building for six institutions under his ministry be officially transferred from the Tanzania Livestock Research Institute (TALIRI) to the Ministry’s Permanent Secretary.

The directive came during Dr. Bashiru’s inspection of the ongoing project in Njedengwa, Dodoma. The minister stressed that the transfer is vital to ensure legal ownership by the government and to allow sustainable management of the building once completed.

“The construction of this headquarters is aimed at uniting these institutions under one roof. This will improve coordination, enhance service delivery to citizens, and reduce operational costs of offices previously scattered across different locations,” said Dr. Bashiru.

He emphasized that all land ownership procedures must be completed promptly to avoid future legal or administrative challenges. 

“The title deed should be under the Ministry’s Permanent Secretary to ensure proper oversight of the project and the building itself,” he added.

Dr. Bashiru also urged project managers and contractors to uphold quality standards, value for money, and the project timeline as outlined in their contracts. 

He warned that the government would not accept delays caused by negligence or incomplete legal procedures and called on the supervising consultant, the Tanzania Building Agency (TBA), to expedite all required approvals to avoid setbacks.

Officials and technical staff from the ministry acknowledged the instructions and pledged to act promptly, following all legal procedures while ensuring the construction proceeds as scheduled.

The headquarters project, costing over TZS 49 billion, is part of a broader government effort to strengthen the ministry’s operations, improve working conditions for public servants, and boost development in Tanzania’s livestock and fisheries sectors.
