Finance Ministry launches committee to strengthen monitoring and evaluation

The Ministry of Finance has inaugurated its Executive Monitoring and Evaluation Committee, urging members to uphold professionalism, integrity, and adherence to national guidelines to ensure evidence-based decision-making.

Acting Deputy Permanent Secretary for Treasury Services and Chairperson of the Committee, Mr. Chotto Sendo, emphasized that the nine-member body is a strategic mechanism to oversee the Ministry’s monitoring and evaluation system. 

He highlighted its role in reviewing reports from departments, units, and affiliated institutions, recommending improvements, and supervising the implementation of evidence-based decisions.


“The establishment of this Committee is a clear demonstration of the Ministry’s commitment to translating national monitoring and evaluation guidelines into actionable practice. Its work will strengthen the quality of decisions, enhance resource efficiency, and promote accountability,” Mr. Sendo said during the inauguration at Cate Hotel in Morogoro.

He clarified that the Committee is not involved in the direct execution of Ministry activities but functions as a professional advisory and supervisory body. 

It will monitor systems, procedures, and tools while ensuring reports are accurate, timely, and effectively inform planning and implementation.


Ms. Theresia Henjewele, Director of the Monitoring and Evaluation Unit and Secretary of the Committee, said the body will be vital in institutionalizing evidence-based decision-making. 

She called on Heads of Departments, Units, and Monitoring and Evaluation Officers to work closely with the Unit to ensure high-quality reporting that supports informed management decisions.

According to Ms. Henjewele, preparations are underway to launch an Electronic Monitoring and Evaluation System in the 2026/27 financial year, alongside capacity building for staff and liaison officers to improve efficiency, transparency, and the timely use of data.


On behalf of the Committee, Assistant Commissioner of the Budget Department, Ms. Vicky Jengo, assured that the Committee will operate diligently in collaboration with the Monitoring and Evaluation Unit to strengthen oversight and help the Ministry achieve its objectives.

Mr. Sendo congratulated the appointed Heads of Departments and Units, noting that their selection reflects confidence in their professionalism, experience, and ability to enhance performance through evidence-based practices.

The launch marks a significant step in ensuring that the Ministry of Finance operates with greater efficiency, accountability, and transparency, using robust monitoring and evaluation to guide policy and resource management.
