Zanzibar President Dr. Hussein Ali Mwinyi has outlined a new phase of accelerated government performance, directing his newly appointed Ministers and Deputy Ministers to meet higher delivery standards as the Eighth Government enters its Second Phase.
Speaking during the swearing-in ceremony held on 15 November 2025 at State House in Mjini Magharibi, Dr. Mwinyi said his administration will introduce a comprehensive evaluation framework to assess the performance of ministries and senior officials.
The framework will focus on measurable results, implementation speed and adherence to national priorities.
A major highlight of the reforms is the establishment of the Ministry of Communication, Information Technology and Innovation, which President Mwinyi described as central to the government’s ambition to digitalise public services, improve financial systems and modernise revenue collection processes.
He also announced the creation of the Ministry of Youth, Employment and Empowerment, designed to drive strategic responses to youth unemployment and to promote innovation and self-reliance among young people.
As part of the restructuring, Dr. Mwinyi has reduced the number of ministries under the Office of the President to three, redistributing others to boost coordination and improve overall government efficiency.
The President directed ministers to develop results-oriented work plans aligned with the campaign agenda, the Zanzibar Development Vision and the CCM Election Manifesto. He stressed the importance of monitoring government projects closely to ensure value for money, quality execution and timely completion.
He further emphasised disciplined financial management, urging ministries to limit foreign travel, reduce excessive fuel consumption and tighten controls to prevent fraud and misuse of public funds. According to Dr. Mwinyi, public officials must demonstrate accountability, protect state resources and strengthen anti-corruption measures.
To improve government transparency and internal accountability, he instructed all ministries to implement quarterly performance reviews and regularly communicate progress.
President Mwinyi said the government will introduce performance contracts for leaders and institutions, a move he described as essential for aligning ministerial output with national expectations.
On governance, Dr. Mwinyi reaffirmed his commitment to strengthening the Government of National Unity (GNU), urging ACT-Wazalendo to reconsider their position and join the arrangement, noting that constitutional provisions still support its formation.
