The 9th Tokyo International Conference on African Development (TICAD 9) concluded on August 22, 2025, after three days of discussions under the theme “Igniting Joint Innovation with Africa.”
The conference was officially closed by Japan’s Prime Minister, Shigeru Ishiba, and Angola’s President, João Lourenço, who also chairs the African Union (AU).
The meeting adopted the Yokohama Declaration, outlining cooperation between Japan and AU member states from August 2025 to August 2028 in three main areas: economy, society, and peace and security.
In the economic sector, Japan pledged more than USD 7 billion in investments, including initiatives to boost Africa’s private sector, support through the Japan International Cooperation Agency (JICA), and trade promotion under the African Continental Free Trade Area (AfCFTA).
For the social sector, Japan committed to investments in health, education, and skills training for over 300,000 African youth, as well as USD 550 million for vaccine distribution through GAVI and support for climate change adaptation.
In peace and security, Japan will work with the AU to strengthen legal institutions, provide conflict resolution training, and increase youth and women participation in peace initiatives.
Tanzania will use the opportunities offered by TICAD 9 to enhance its diplomatic and development cooperation with Japan, contributing to the implementation of the National Development Vision 2050 for the benefit of all Tanzanians.
