Tanzania and development partners unite to strengthen national health services

The Government of the United Republic of Tanzania, through the Ministry of Health and the President’s Office – Regional Administration and Local Government (TAMISEMI), convened a high-level technical consultation with key development partners to chart a collaborative path for enhancing the country’s healthcare system.

The five-day meeting, held in Dar es Salaam and concluded on May 23, 2025, brought together representatives from the World Bank, the U.S. Global Financing Facility (GFF), the Japan International Cooperation Agency (JICA), and Germany’s KfW Development Bank. 

The session marked an important preparatory step toward the implementation of the Sustainable Health Innovation and Transformation Program (SHIFT).

Opening the session, Mr. Amoury Amoury, Director of Policy and Planning at the Ministry of Health, underscored the Government’s commitment to building a strong foundation for SHIFT by aligning its strategies with national priorities.

 These include enhancing emergency and epidemic response services, rolling out Universal Health Insurance (UHI), strengthening community health systems and services for non-communicable diseases (NCDs), upgrading laboratory infrastructure, and advancing digital health systems.

The discussions focused on defining clear objectives, identifying high-impact result areas, setting measurable indicators, and establishing robust implementation plans. Key cross-cutting issues such as social and environmental safeguards were also addressed to ensure that the program’s execution is inclusive and sustainable.

The Government reiterated its determination to coordinate donor-supported health initiatives under a unified framework.

This approach aims to maximize impact in priority areas such as human resources for health, maternal and child health, data systems, service quality, and effective governance.

Speaking on behalf of the development partners, Dr. Moustafa Abdalla from the World Bank expressed appreciation to the Government of Tanzania for fostering an enabling environment for collaboration, and reaffirmed the partners’ commitment to supporting transformative health interventions across the country.
