Tanzania, World Bank advance talks on IDA-21 priority projects to boost development

Funding under the International Development Association–21 (IDA-21) framework is expected to accelerate key development projects in Tanzania, particularly in energy, infrastructure, climate resilience, and social services, as the Government continues to strengthen efforts to deliver its national development agenda.

In Dodoma, the Permanent Secretary in the Ministry of Finance, Dr. Natu El-Maamry Mwamba, on behalf of the Minister for Finance, Ambassador Khamis Mussa Omar (MP), held discussions with the World Bank Resident Director, Mr. Firas Raad, focusing on finalizing priority projects to be financed under the IDA-21 cycle. 

The discussions aimed at ensuring that all selected projects align with national priorities and deliver measurable benefits to citizens.

The meeting brought together senior officials from both sides, including technical experts from the Ministry of Finance and representatives of the World Bank World Bank, which oversees the International Development Association (IDA) funding window that provides concessional financing to support development in low- and middle-income countries.

During the talks, both parties reviewed the final list of strategic projects expected to be included in the IDA-21 financing package. 

The Government emphasized that the projects must align with the Third National Five-Year Development Plan and the long-term vision toward 2050, with a strong focus on improving the lives of ordinary citizens.

Mr. Firas Raad reaffirmed the World Bank’s continued commitment to supporting Tanzania’s development agenda through high-impact investments. 

He noted that the energy sector remains a top priority under IDA-21, given its critical role in powering industries, supporting businesses, and improving household livelihoods.

He expressed satisfaction with the inclusion of several energy projects in the priority list, noting that this aligns with global efforts to expand access to reliable and sustainable energy, which is essential for economic growth and job creation.

Mr. Raad also highlighted the importance of the Msimbazi Basin Project in Dar es Salaam, describing it as a key intervention for improving urban infrastructure, protecting communities from flooding, and strengthening resilience against climate change impacts.

On her part, Dr. Mwamba assured that the Government will continue working closely with the World Bank to ensure effective and transparent implementation of all approved IDA-21 projects. 

She stressed that the focus will remain on delivering results that directly benefit citizens through better services, infrastructure, and economic opportunities.

She further noted that the projects will support national priorities such as economic transformation, job creation, improved public services, and stronger infrastructure across the country. 

She added that close coordination between Government institutions and development partners is essential to achieving sustainable development outcomes.

The Ministry of Finance also emphasized that the IDA-21 cycle presents a significant opportunity to mobilize resources that will help close development gaps and accelerate inclusive growth across all regions of Tanzania.

The meeting was attended by senior officials including the Acting Deputy Permanent Secretary and Commissioner for External Finance, Mr. Rished Bade; Commissioner for Government Debt Management, Mr. Japhet Justine; assistant commissioners from external finance and debt management departments; representatives from Zanzibar’s External Finance Department; as well as World Bank officials, including Operations Manager Ms. Milena Stefanova.

The discussions form part of ongoing efforts by the Government of Tanzania to strengthen partnerships with international development institutions and ensure continued access to affordable financing for priority projects that improve livelihoods and support long-term economic growth.

International Development Association, the World Bank’s concessional lending arm, continues to play a key role in supporting Tanzania’s development efforts through financing and technical assistance aimed at reducing poverty and promoting shared prosperity.

Overall, both sides reaffirmed their commitment to fast-tracking approval of IDA-21 priority projects and ensuring timely implementation once financing is finalized, with a shared goal of delivering tangible benefits to Tanzanians.
