The President of Zanzibar and Chairman of the Revolutionary Council, Hussein Ali Mwinyi, has sworn in Ms. Mansura Mosi Kassim as the Secretary of the Revolutionary Council and Chief Secretary of the Revolutionary Government of Zanzibar (SMZ), marking a key leadership transition in the Isles’ top civil service position.
The swearing-in ceremony was held today, June 24, 2026, at the State House in Zanzibar. It brought together senior leaders from government, religious institutions, and security organs, reflecting the importance of the office in coordinating government affairs and policy implementation across the Isles.
Among those who attended were the Second Vice President of Zanzibar, Hemed Suleiman Abdulla, the Attorney General of Zanzibar Dr. Mwinyitalib Haji, the Mufti of Zanzibar Sheikh Saleh Omar Kaabi, senior government officials, heads of defence and security forces, as well as family members of the newly sworn-in Chief Secretary.
Ms. Mansura Mosi Kassim becomes the second woman in Zanzibar’s history to hold the position of Chief Secretary since the office was established.
She follows Ambassador Engineer Zena Ahmed Said, who previously served in the same role and is now Tanzania’s Ambassador to Saudi Arabia.
Before her appointment, Ms. Kassim served as the Permanent Secretary in the President’s Office responsible for Constitution, Legal Affairs, Public Service and Good Governance. Her appointment was announced on June 22, 2026.
Speaking during the ceremony, President Mwinyi emphasized the importance of discipline, efficiency, and commitment in public service leadership, noting that the Chief Secretary plays a central role in ensuring government decisions are effectively coordinated and implemented across all ministries and departments.
The appointment is seen as part of ongoing efforts by the Zanzibar government to strengthen public administration and improve service delivery.
The Chief Secretary’s office is considered the engine of government coordination, linking political leadership with the civil service to ensure smooth execution of policies and national priorities.
Ms. Kassim’s elevation has also been widely viewed as a continuation of efforts to promote professionalism and inclusivity within the senior ranks of government, as Zanzibar seeks to enhance efficiency and accountability in public service delivery.
