Constitution-making process is a government commitment, not for street protests – Kitila

Minister of State in the President’s Office (Planning and Investment), Prof. Kitila Alexander Mkumbo, has said that Tanzania’s constitutional reform process is a government commitment under the ruling Chama Cha Mapinduzi (CCM) manifesto and must be pursued through formal constitutional and legal channels, not street demonstrations.

Speaking in Parliament in Dodoma on Tuesday, June 23, 2026, while winding up the debate on the national economic and development plan, Prof. Kitila said Tanzania is firmly guided by democracy, the rule of law, and good governance principles.

“The process of a new constitution is a government commitment under the CCM 2025 Election Manifesto. It is a national agenda being implemented through formal state institutions, not through demonstrations,” he said.

He stressed that the government is continuing to implement its constitutional reform pledge as outlined in the 2025 General Election manifesto, noting that the process is being handled within established legal and institutional frameworks.

Prof. Kitila cautioned against framing constitutional reforms as an issue to be pursued through protests, saying the agenda is broader than any single political actor or group.

“It is important to understand that the agenda for a new constitution is not owned by one side of the political spectrum. The government in power is already implementing it through existing procedures,” he said.

He further said President Samia Suluhu Hassan has demonstrated strong commitment to strengthening the rule of law, accountability, integrity, and the fight against corruption and misuse of public resources.

“President Samia has made clear her commitment to strengthening the rule of law, justice and accountability, as well as combating corruption, embezzlement, negligence, and indiscipline in the management of public resources,” he said.

Prof. Kitila also underscored CCM’s ideological foundations, saying the party is guided by equality, human dignity, democracy, human rights, and the rule of law—principles he said are essential for maintaining peace and national stability.

He added that these principles continue to shape government policies aimed at ensuring citizens benefit from the country’s resources through sustainable development.
