Energy Minister Deogratius Ndejembi has ordered strong corrective measures over delays in the implementation of the Malagarasi 49.5-megawatt Hydropower Project in Kigoma Region, warning that the government will not tolerate poor performance or misuse of public funds in strategic energy projects.
The Minister made the remarks on May 10, 2026, during an inspection visit to the project being implemented by Dongfang Electric International Corporation in partnership with TANESCO.
He said he was not satisfied with the pace of work, noting that despite the government paying more than 20 million US dollars as advance payment, the progress on the ground did not reflect value for money.
Ndejembi pointed out that key components of the project, including workers’ housing and access roads, had lagged behind schedule, raising concern over delays in a project that is expected to improve electricity supply in western Tanzania.
He ordered an immediate special audit to examine how the advance payment was used compared to the actual work completed.
He also instructed TANESCO and project consultants to strengthen daily supervision of the contractor to ensure faster delivery.
The Minister was firm that the government will not provide any additional funds or allow changes in project cost, stressing that the contractor had already agreed to the original contract price during the bidding process.
He also ordered the immediate removal of the contractor’s project manager, citing poor coordination and continued excuses that have contributed to delays.
Ndejembi directed TANESCO to complete the special audit within two weeks and submit findings to his office for further government action.
The Minister emphasized that the Malagarasi project is not just an ordinary investment but a key national project expected to improve electricity access in Kigoma, Katavi, Kagera, and surrounding regions.
“People in these regions are waiting for reliable electricity. We cannot allow delays caused by poor performance or lack of seriousness from contractors,” he stressed.
He further urged TANESCO leadership to continue tightening supervision and ensure all contractors working on national projects are fully accountable.
TANESCO Managing Director Lazaro Twange assured the Minister that all directives would be implemented immediately to ensure the project moves forward as required.
Lazaro Twange said the utility company would strengthen oversight and coordination with all stakeholders.
The Malagarasi 49.5MW Hydropower Project is one of Tanzania’s major energy investments aimed at increasing electricity generation capacity and strengthening the national grid.
Once completed, the project is expected to significantly improve power supply reliability in western regions and support economic activities, including small industries and social services.
The project began on April 30, 2024, and is scheduled for completion on October 30, 2027, at a cost of over 300 billion shillings.
The government has reiterated its commitment to ensuring that all public investments deliver value for money and are completed on time for the benefit of citizens.
