Government rules out time extension for Kahama Road Contractor

The Government has ruled out any extension of time for the contractor implementing road and drainage works in Kahama Municipality under the Tanzania Urban Development and Infrastructure Project (TACTIC), insisting that all works must be completed strictly within the agreed contract period.

The Minister of State, Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG), Prof. Riziki Shemdoe, issued the directive on May 27, 2026, during the signing ceremony for the completion contract of roads and drainage infrastructure held at Phantom area in Kahama Municipality, Shinyanga Region.

Prof. Shemdoe said the government will not allow any extension of time, stressing that residents of Kahama have endured poor road conditions for many years and deserve fast and quality delivery of infrastructure.

“I direct the contractor to complete the works within the signed contract period. There will be no extension of time,” he said firmly.

He emphasized that M/s China Civil Engineering Construction Corporation (China Civil Engineering Construction Corporation) must adhere strictly to the contract terms, ensuring timely completion and high-quality standards.

Prof. Shemdoe noted that poor road and drainage systems in Kahama have long affected transport, trade, and access to services, adding that the government expects the project to bring lasting solutions to these challenges.

He also instructed the supervising consultant to work closely with the Kahama Municipal Director’s Office and the Tanzania Rural and Urban Roads Agency (TARURA) to ensure strict supervision and full compliance with contract requirements.

“All implementing parties must ensure that this project is completed on time, within budget, and to the required quality standards so that wananchi get value for money,” he said.

Prof. Shemdoe said the signing of the contract reflects the government’s continued commitment under President Samia Suluhu Hassan to improve urban infrastructure across the country.

He said the Sh25.5 billion project is part of fulfilling promises made during the 2025 election campaigns to upgrade roads and drainage systems in rapidly growing urban areas.

“This project reflects the government’s commitment under President Dr. Samia Suluhu Hassan to improve infrastructure in Kahama Municipality,” he said.

He added that the President has remained focused on addressing long-standing infrastructure challenges, ensuring practical solutions that directly benefit citizens.

Shinyanga Regional Commissioner Mboni Mhita said the Kahama project will be implemented in two phases aimed at transforming urban infrastructure and improving service delivery.

She said the first phase includes construction of 12.3 kilometres of roads in the Central Business District (CBD), three kilometres of the Zongomela road, and major storm water drainage systems including Chelsea–Lyazungu and Shunu–Magobeko drains.

“These works will improve movement within the town and reduce flooding that has affected residents for many years,” she said.

Mhita added that the second phase will involve construction of the Mbulu Bus Terminal, Sango Market, and Zongomela Mini Bus Stand, which will enhance transport services, trade, and urban order in Kahama.

Project Coordinator for World Bank-supported initiatives under TARURA, Engineer Humphrey Kanyenye, said the contractor will execute the works at a cost of TSh 25.55 billion, excluding VAT, over a period of eight months.

He said implementation will run from June 1, 2026, to January 31, 2027, under strict supervision to ensure quality and timely delivery.

He added that strong monitoring mechanisms have been established to ensure compliance with both national standards and development partner requirements.

Residents of Kahama have for years faced serious challenges caused by poor roads and inadequate drainage systems, especially during rainy seasons when flooding disrupts daily life and business activities.

The government says the TACTIC project is expected to significantly improve road connectivity, strengthen drainage systems, and support urban economic growth.

Once completed, the project is expected to enhance transport efficiency, improve business operations, and uplift living standards for residents in Kahama Municipality.
