Finance Ministry orders digitalisation of business processes for efficiency

The Deputy Permanent Secretary in the Ministry of Finance, Mr. Nsubili Joshua, has directed the Monitoring and Evaluation (M&E) Unit to spearhead the development of digital business processes aimed at improving efficiency, accountability, and service delivery in government operations.

The directive was delivered on his behalf by the Director of Government Assets Management, Mr. Chotto Sendo, when opening a training session on the Ministry of Finance Internal Control Guidelines for senior management held at Morena Hotel in Morogoro Region.

Mr. Sendo said the government is prioritising the use of digital systems to strengthen oversight of key financial and administrative processes. 

He said the new digital business processes will cover critical areas including monitoring of the National e-Procurement System (NeST), tracking of government revenue using big data analytics, supervision of Public-Private Partnership (PPP) projects, alternative financing arrangements, management of government contributions to international organisations, and monitoring of non-tax revenues.

He instructed the M&E Unit to ensure that all business processes are fully digitised to allow real-time monitoring and evaluation of government performance. He said this will help strengthen transparency, improve accountability, and reduce inefficiencies in the management of public resources.

Mr. Sendo explained that the training on internal control guidelines is designed to equip Ministry officials with practical skills to strengthen governance systems, identify risks early, and improve institutional performance through better internal controls.

He said the guidelines are expected to improve government operations by strengthening digital monitoring systems, supporting the Internal Audit Unit to conduct assessments in line with the 2024 International Internal Audit Standards, and introducing clear performance indicators to measure efficiency across government systems.

He urged participants to ensure full application of the knowledge gained, saying effective implementation of the guidelines will strengthen internal systems and contribute to better management of public funds and national development priorities.

The Acting Government Chief Internal Auditor at the Ministry of Finance, Mr. Kenneth Nindie, urged government departments to fully adopt the guidelines to improve compliance, strengthen procedures, and ensure effective achievement of institutional objectives.

Assistant Government Chief Internal Auditor, Mr. Abraham Msechu, said the training will help improve understanding of internal control systems and strengthen oversight mechanisms within the Ministry.

A participant, Assistant Commissioner from the Debt Management Department, Mr. Omary Khama, said staff will apply the training outcomes to improve internal processes and enhance efficiency in delivering government responsibilities.

The training brought together senior management and staff from the Ministry of Finance, along with facilitators from the consulting firm KPMG, who supported sessions on internal control systems and governance improvements.
