Water ministry pushes DAWASA to curb losses ahead of 2026/27 plans

The Permanent Secretary in the Ministry of Water has directed the Dar es Salaam Water Supply and Sanitation Authority (DAWASA) to intensify efforts to reduce water losses, as the utility sets priorities for the 2026/2027 financial year.

The call was made during a Workers’ Council meeting that brought together management and staff to discuss strategies for improving the delivery of clean and safe water services to residents.

Speaking at the session, Permanent Secretary Eng. Mwajuma Waziri said the council remains a key platform for dialogue between management and employees, helping shape practical solutions to sector challenges.

“I appreciate the invitation to be part of this important meeting. I expect your discussions to focus on addressing water losses so as to improve service delivery and protect revenue that is currently being lost,” she said.

The Board Chairman of DAWASA, Eng. Romanus Mwangingo, said tackling water loss is now the authority’s top priority, noting that several measures are already underway.

“We are investing in reducing water losses through the procurement of prepaid meters for customers and replacing aging infrastructure that has been contributing to the problem,” he said.


For his part, DAWASA Chief Executive Officer Eng. Mkama Bwire thanked stakeholders in the water sector for participating in the meeting and called on staff to take collective responsibility in implementing the agreed strategies.

“It is important for each one of us to be part of the solution by educating fellow staff and working together to address the challenge of water loss,” he said.

The meeting forms part of broader efforts by the authority to strengthen operational efficiency, improve revenue collection, and ensure sustainable access to water services in Dar es Salaam.
