Samia announces reconciliation commission and probe into alleged abductions

President Samia Suluhu Hassan has announced plans to establish a national reconciliation commission alongside a special investigative unit to address allegations of abductions and criminal activities linked to the post-election violence of October 29, 2025.

Speaking on Monday, April 23, 2026, at State House in Dar es Salaam after receiving the official report on the unrest, President Samia said the reconciliation process will involve key stakeholders and is aimed at bridging divisions and restoring national unity.

“I would like to remind Tanzanians that the intention to form a reconciliation commission existed even before the events of October 29, 2025. It was part of my 100-day commitment, but the violence delayed its implementation as even the terms of reference had to be revised,” she said.

The President said that once the commission completes its work and submits its findings, the country will move into a structured process of constitutional review.

She further stated that, given indications of criminal elements in the report submitted by retired Judge Mohamed Othman Chande, the government will establish a dedicated investigative body to implement the commission’s recommendations.

The proposed unit, she said, will be tasked with identifying individuals who planned, coordinated, and financed acts of violence during and after the 2025 General Election, including cases of theft, looting, and other criminal conduct.

President Samia also directed that special attention be given to unresolved cases involving deaths, injuries, and alleged abductions reported during the unrest.

In addition, she announced government support measures for victims, including medical care for the injured, assistive devices and prosthetics for those who sustained permanent disabilities, and assistance for small traders who suffered losses during the violence.

She emphasized that the measures are part of broader efforts to promote healing, accountability, and long-term stability following the election-related unrest.

The President reiterated that the ultimate goal of the initiatives is to rebuild trust among citizens and strengthen national cohesion in the aftermath of the crisis.
