The Chairperson of the Independent National Electoral Commission (INEC), Jacobs Mwambegele, has called on election supervisors to strictly follow established procedures in order to prevent complaints and potential unrest during the upcoming by-elections.
Speaking in Morogoro, Justice Mwambegele made the remarks while opening a three-day training for election officials from regional, constituency, and ward levels.
The training is aimed at preparing officials who will oversee the by-elections in 12 wards and the Isimani constituency in Iringa Region.
He stressed that adherence to the Constitution, the Election Act, its regulations, the Election Code of Conduct, and guidelines issued by INEC would ensure a smooth electoral process free from disputes and violence.
“If these guidelines are followed, there will be no reason for complaints or chaos during the election process,” he said.
Justice Mwambegele noted that while some election supervisors have prior experience, they must avoid complacency and instead comply fully with current instructions, as each election presents unique circumstances.
He explained that although INEC holds the overall mandate to manage and coordinate elections in Mainland Tanzania, the law requires the appointment of coordinators and supervisors at various levels to implement the process effectively.
“That is why you are all here—appointed to carry out this responsibility on behalf of the Commission,” he said.
The INEC chairperson also emphasized the importance of engaging registered political parties and other election stakeholders.
He urged officials to ensure early preparation of polling stations and election materials to avoid last-minute challenges.
“Make sure political parties and stakeholders are informed about the number of polling stations to prevent unnecessary complaints and disruptions during the by-elections,” he added.
He further instructed supervisors to familiarize themselves with the areas where the elections will be conducted, including understanding infrastructure and accessibility to polling stations.
The Isimani Constituency Election Supervisor, Caroline Otiono, said the training would enhance their capacity to adhere to legal and procedural requirements, ensuring elections are conducted fairly and transparently with the participation of political parties.
She expressed confidence that the officials would apply the knowledge gained to safeguard the rights and interests of all candidates.
Otiono noted that 13 wards will participate in the Isimani constituency election and that preparations are underway, pending the official timetable from INEC.
Meanwhile, Dar es Salaam Regional Election Coordinator, Gerald Sondo, said the training is expected to strengthen professionalism and reinforce adherence to electoral laws and procedures.
Earlier, INEC Director, Ramadhani Kailima, said the by-elections will take place in 12 wards, including Mzimuni (Kinondoni), Zongomera (Kahama), Itilo (Nzega), Ketere (Tarime), Nyumbigwa (Kasulu), Kala (Nkasi), Ziba (Igunga), Kamsisi (Mlele), Nyamugali (Buhigwe), Namasakata (Tunduru), Bwongera (Chato), and Kibiti (Kibiti), alongside the Isimani constituency.
He added that a total of 153 participants are undergoing the training and will be deployed to supervise and coordinate the entire by-election process in their respective areas.
