Katambi issues 10 directives to improve Ministry service delivery

The Minister for Home Affairs, Patrobas Katambi, has issued ten key directives aimed at strengthening discipline, professionalism, integrity, and efficiency within the Ministry of Home Affairs and its institutions, in order to improve service delivery and enhance the protection of citizens and their property.

He gave the directives while opening the General Council Meeting of Workers of the Ministry of Home Affairs held today in Dodoma, bringing together senior government leaders and heads of security and administrative institutions under the ministry.

The meeting was attended by the Permanent Secretary of the ministry, Ally Senga Gugu, Heads of Departments and Units, the Commissioner General of Prisons, CGP Jeremiah Katungu, the Commissioner General of Fire and Rescue Force, CGF John Masunga, the Commissioner of Finance and Logistics of the Police Force, CP Liberatus Sabas, the Commissioner of Police Zanzibar, CP Kombo Khamis Kombo, as well as representatives from the Immigration Department, the National Identification Authority (NIDA), and representatives of ministry workers.

Minister Katambi said the ministry plays a central role in ensuring peace, security, and protection of lives and property, stressing that all officials must work with high discipline, fairness, and commitment to public service.

He directed that all strategic plans, policies, and mandates of the ministry must be implemented effectively to achieve government development goals under President Samia Suluhu Hassan’s Sixth Phase Government.

He also insisted on strict adherence to national, regional, and international policy frameworks guiding public administration and security operations.

On human resource management, Katambi directed that all eligible public servants must be promoted on time to improve motivation and performance within the public service.

He further ordered the timely payment of all legitimate staff claims, including pensions, transfers, leave entitlements, allowances, and other dues, noting that delays in payments affect morale and efficiency in service delivery.

The Minister emphasized that all employees must strictly follow laws, regulations, ethics, and professional procedures, warning against misuse of authority. 

He said this is key to strengthening accountability and ensuring citizens receive fair and quality services.

Katambi also called for stronger performance management systems, including monitoring and evaluation, to ensure that institutions under the ministry deliver results and correct weaknesses in a timely manner.

On staff welfare, he stressed that employees must be treated fairly and given equal opportunities for training and professional development. 

He warned against favoritism and emphasized that all decisions must be based on merit, justice, and professionalism.

He directed that continuous training programs such as short courses, workshops, and skill development sessions must be prioritized to improve efficiency and service delivery.

The Minister also emphasized strict observance of workplace discipline, security, and professional ethics, noting that officers handling sensitive national responsibilities must uphold the highest standards of conduct.

On internal coordination, Katambi called for improved communication between departments and institutions under the ministry to speed up decision-making and improve service delivery to citizens. 

He encouraged officials to hold direct discussions before formalizing decisions in writing, while ensuring proper documentation and confidentiality of government information.

He concluded by directing all institutions under the ministry to strengthen budgeting and resource management systems to ensure efficient use of public funds. 

He said this will help deliver better results in protecting citizens, improving security services, and strengthening national stability.

Katambi reaffirmed that strict implementation of these directives will enhance efficiency, integrity, and public trust in the Ministry of Home Affairs, ultimately improving the safety and wellbeing of all citizens.
