PCCB finds 913 public projects with serious implementation defects

The Prevention and Combating of Corruption Bureau (PCCB) has identified serious shortcomings in the implementation of public projects, finding defects in 913 out of 1,864 projects monitored. 

Director General Chrispian Chalamila presented the bureau’s 2024/2025 annual report to President Dr. Samia Suluhu Hassan at State House in Dar es Salaam on March 30, 2026.

Chalamila said investigations have already been launched for 66 of the defective projects, a decline from 92 cases in 2023/24. 

“The reduction reflects PCCB’s stronger oversight, which is helping to prevent issues before they escalate,” he noted.

The DG pointed out that weak contract management remains a major challenge, leading to projects executed outside contractual terms, contractors being paid for incomplete work, and tax obligations being ignored in some cases.

Other recurring problems include poor-quality work and materials, non-compliance with the 2023 Public Procurement Act, and payments exceeding contractual agreements.

Chalamila warned that these issues continue to appear in public resource management and urged all officials responsible including permanent secretaries, regional secretaries, council directors, and public institutions to strengthen supervision and accountability in project implementation.

He emphasized that PCCB will continue monitoring public projects closely to safeguard resources and ensure development initiatives deliver results for Tanzanians.
