The Minister for Transport, Prof. Makame Mbarawa, on March 4, 2026 conducted an inspection visit to assess the progress of the construction of the Civil Aviation Training College (CATC) buildings at Banana area in Dar es Salaam, underscoring the project’s strategic importance in strengthening Tanzania’s aviation sector.
Speaking after the inspection, Prof. Mbarawa expressed satisfaction with the pace of implementation, noting that the project has reached 10.3 percent completion and remains on schedule.
However, he stressed the need to strictly observe construction quality, timelines, professional standards and ensure full value for public funds invested in the project.
“This project, valued at TZS 78 billion, is vital for the development of the aviation sector in our country. We insist that its implementation must strictly adhere to quality requirements, timelines and international standards, while reflecting true value for money so that this college becomes a regional hub for aviation training,” said Prof. Mbarawa.
He further explained that the Sixth Phase Government has undertaken significant reforms in the aviation sector, including the construction and rehabilitation of airports in nearly every region, the acquisition of new aircraft, and now the strengthening of aviation training infrastructure to produce highly skilled professionals capable of meeting both domestic and international market demands.
According to the Minister, investing in training infrastructure is a long term strategy to ensure sustainability and competitiveness of the aviation industry, as modern infrastructure must be supported by competent local expertise.
Prof. Mbarawa also called upon the Tanzania Civil Aviation Authority (TCAA) to provide practical training opportunities to Tanzanian engineering students.
He emphasized that all major strategic projects implemented within the country should serve as learning platforms for local youth in order to nurture more homegrown professionals who will drive the transport sector forward.
Earlier, the Director General of TCAA, Mr. Salim Msangi, stated that the project commenced in July 2023 and is expected to be completed within three years.
He noted that the construction forms part of the Authority’s broader strategy to strengthen domestic capacity in aviation training while aligning with international aviation regulatory standards and requirements.
On his part, the Project Manager, Eng. Stephen Mwakasasa, affirmed that construction works are progressing well in accordance with the approved designs and architectural plans, assuring that quality and compliance with standards remain a top priority throughout the implementation period.
Once completed, the Civil Aviation Training College project is expected to become a cornerstone institution in producing skilled aviation professionals, positioning Tanzania as a competitive player in the regional and global aviation landscape.
