Suppliers in Kilwa, Lindi and Mtwara trained on online complaints and appeals system

In a bid to strengthen transparency and accountability in public procurement, the Public Procurement Appeals Authority (PPAA) has trained suppliers, entrepreneurs, and public servants in Kilwa District, Lindi, and Mtwara on the use of the Complaints and Appeals Module within the National Electronic Procurement System (NeST).

The five-day training, held from February 16–20, 2026, aimed to equip stakeholders with practical skills to submit and manage procurement complaints and appeals online, in line with the Public Procurement Act.

PPAA’s Appeals and Legal Management Manager, Ms. Florida Mapunda, said the module makes it easier for suppliers and public institutions to lodge complaints without visiting offices, saving time and costs while boosting transparency.

“The Public Procurement Act requires all procurement to be processed through NeST. This module allows stakeholders to electronically submit complaints and appeals, enhancing fairness and accountability,” Ms. Mapunda said.

Ms. Violet Limilabo, PPAA’s Head of Appeals, emphasized that the authority plays a key role in protecting suppliers’ rights, ensuring grievances are heard, and providing legal solutions to procurement disputes.

Mr. Aziz Njovu, Procurement Officer from PPRA’s Southern Zone, trained participants on the new online modules for contract negotiations, preparation, vetting, and signing. 

“The NeST system continues to improve accountability and simplifies monitoring of public procurement contracts,” he said.

A total of 322 participants took part, including legal, ICT, and procurement professionals, as well as suppliers and special groups such as women, youth, the elderly, persons with disabilities, and local artisans.

The training was conducted in three phases: Kilwa District Council on February 16, Lindi Region on February 17–18, and Mtwara Region on February 19–20. 

It follows earlier sessions held across the Coastal, Lake, Northern, Southern Highlands, and Central zones.

This initiative underscores Tanzania’s ongoing efforts to modernize public procurement, increase efficiency, and ensure fairness for all suppliers.
