Government sharpens State Attorneys’ skills in PPP project management

The Government has intensified efforts to strengthen the capacity of its legal experts in managing Public-Private Partnership (PPP) projects, in a move aimed at protecting public resources and improving the delivery of large-scale development investments.

Deputy Attorney General Samwel M. Maneno on Thursday officially closed a specialised training programme for State Attorneys, designed to equip them with advanced skills in negotiating, structuring and overseeing PPP projects. 

The training, held in Dodoma, was organised by the Office of the Attorney General in collaboration with Malaysia-based consultancy firm Cybiant.

Speaking at the closing session, Mr Maneno said the programme focused on enhancing lawyers’ competencies in modern negotiation techniques, contract analysis, procurement processes, contract signing and post-signing management of major investment projects.

“These trainings are critical in ensuring that State Attorneys are well equipped to manage PPP contracts effectively and safeguard the interests of the nation,” Mr Maneno said, noting that the quality of legal oversight plays a decisive role in the success of PPP projects.

He said strengthened legal capacity would help ensure that PPP arrangements deliver value for money while minimising risks to the government, particularly as Tanzania increasingly relies on partnerships with the private sector to implement strategic development projects.

Mr Maneno added that the initiative aligns with the implementation of the National Development Vision 2050, which places strong emphasis on efficient investment management and a favourable business environment.

“By investing in the skills of our State Attorneys, we are strengthening the foundation for sustainable investments and creating confidence among investors as we work towards Vision 2050,” he said.

On behalf of the participants, State Attorney Ildephonce Mukandara thanked the leadership of the Office of the Attorney General for facilitating the training, saying it had significantly improved their practical understanding of PPP contract review and management.

He said the knowledge gained would enable government lawyers to play a more effective role in supporting PPP projects that contribute to national development goals.

The training forms part of a broader and ongoing strategy by the Office of the Attorney General to continuously enhance the professionalism and technical expertise of its legal staff, in response to the growing complexity of public investments and PPP transactions.
