Government tightens legal oversight of PPP projects

The Government has stepped up efforts to strengthen the legal framework governing Public-Private Partnership (PPP) projects, underscoring their growing importance in driving large-scale development while safeguarding public interests.

This was highlighted in Dodoma on Thursday when Deputy Attorney General Samwel M. Maneno officially closed a specialised training programme aimed at enhancing the capacity of State Attorneys involved in the management and implementation of PPP projects.

The training, organised by the Office of the Attorney General in collaboration with experts from Malaysia-based firm Cybiant, focused on equipping government lawyers with advanced skills required to handle complex PPP contracts, particularly those linked to strategic national development projects.

Mr Maneno said the programme was intended to sharpen State Attorneys’ expertise in key areas including contract negotiation, legal due diligence, procurement procedures, contract execution and post-signing contract management. 

He noted that these competencies are critical to ensuring PPP projects are implemented efficiently and deliver value for money.

“PPP projects demand a high level of legal professionalism to ensure that contracts are structured transparently, resources are protected and national interests are fully safeguarded,” he said.

He added that effective legal oversight plays a decisive role in the success of PPP arrangements, given their long-term financial and operational implications for the country. 

According to Mr Maneno, well-trained government lawyers are central to reducing risks and ensuring accountability throughout the project lifecycle.

The Deputy Attorney General further said the capacity-building initiative aligns with the Government’s broader preparations for the implementation of the National Development Vision 2050. 

He explained that strengthening institutional and legal capacity is essential for creating a predictable and investor-friendly environment capable of supporting large-scale infrastructure and service delivery projects.

Speaking on behalf of the participants, State Attorney Ildephonce Mukandara thanked the Office of the Attorney General for organising the training, saying it had significantly enhanced their ability to scrutinise and manage PPP contracts.

He noted that the skills acquired would help improve the execution of development projects by ensuring that legal agreements are robust, balanced and aligned with national priorities.

The training forms part of an ongoing strategy by the Office of the Attorney General to continuously build the legal capacity of its staff, as the Government increasingly relies on PPP arrangements to finance and implement key development initiatives.
