President Samia appoints Ambassador Wilson Masilingi as TEITI Chairperson of the Board

Dar es Salaam, Jan 29, 2026 – Tanzania’s President Samia Suluhu Hassan has appointed Ambassador Wilson Mutagaywa Kajumula Masilingi as Chairperson of the Board of the Tanzania Extractive Industries Transparency Initiative (TEITI).

The appointment was announced in a statement issued in Dar es Salaam by the Chief Secretary, Ambassador Dr. Moses Kusiluka.

Masilingi takes over from CPA Ludovick Utouh, who has completed his term.

Before his appointment, Masilingi served as Tanzania’s Ambassador Extraordinary and Plenipotentiary to the United States from August 2015 and, previously, as Ambassador to the Kingdom of the Netherlands from March 2013.

He served as a Member of Parliament from 1995 to 2010 and was a Cabinet Minister in the President’s Office responsible for Good Governance from 1998 to 2005.

Before entering politics, Masilingi worked in the Judiciary as a Resident Magistrate and Resident Magistrate In-Charge between 1984 and 1989. In 1990, he joined a private legal practice and later served as Head of the Legal Division at the National Environment Management Council (NEMC) until 1995. He was elected Member of Parliament for Muleba South Constituency in October 1995.

He also served on the University of Dar es Salaam Governing Council from 1996 to 1998, representing Parliament, before being appointed Cabinet Minister. He later chaired Parliament’s Standing Committee on Foreign Affairs, Defence and Security, which oversaw five ministries, including foreign affairs, internal affairs, and defence, until 2010.

Masilingi holds a Bachelor of Laws degree from the University of Dar es Salaam and a Master of Laws degree from George Washington University, obtained in 1983 and 1995, respectively.
