The Minister for Livestock and Fisheries, Ambassador Dr. Bashiru Ally Kakurwa, has urged investors operating under the National Ranching Company (NARCO) in Kagera Region to shift from traditional livestock keeping to modern, productivity-driven farming by learning from a successful livestock demonstration farm in Muleba District.
Dr. Bashiru made the remarks on January 2, 2026, during his visit to a privately owned livestock farm belonging to Mr. Shakiru Kyetema.
The farm, which serves as a practical learning centre, showcases integrated livestock practices, including crop production, processing, and the storage of animal feed.
The Minister commended the farmer for efficient land use and proper planning that supports sustainable livestock production.
He observed that Kagera Region has six NARCO ranches with vast land holdings, many of which are larger than the demonstration farm.
Despite this advantage, he noted that progress in adopting modern livestock systems, particularly in feed production, has been slow among some investors.
“Kagera has six ranches with large areas of land, but we do not see sufficient efforts to modernize livestock farming through proper feed production. This farm should be used as a classroom to help our investors learn and change their approach,” Dr. Bashiru said.
The Minister stressed that investing in quality and reliable animal feed is essential for achieving higher productivity in both milk and meat.
He explained that without adequate feed systems, investors cannot meet national goals of improving livestock output and farmer incomes.
Dr. Bashiru further pointed out that the geographical conditions across the region are similar, making it easier for investors to replicate the successful model demonstrated at the Muleba farm.
He encouraged them to learn practical steps, including sourcing improved seeds, developing water infrastructure, and managing feed production to support dairy and beef farming.
He concluded by directing that new investment contracts under NARCO should include clear requirements for investors to invest in animal feed production.
According to the Minister, the necessary technology, improved seeds, and proven examples are already available, and what is needed now is commitment from investors to transform the livestock sector for the benefit of the wider public.
