Government collaborates with universities to strengthen accountability in public service delivery

The Government has partnered with four leading universities to strengthen accountability and evidence-based decision-making in the planning and implementation of public policies, programs, and development projects.

On January 21, 2026, in Dodoma, the Office of the Prime Minister, through its Department of Government Performance Monitoring and Evaluation, signed Memoranda of Understanding (MoUs) with the University of Dodoma, Mzumbe University, the Institute of Finance Management, and the Tanzania Accountancy Institute. 

The agreements aim to enhance monitoring and evaluation systems and ensure that research outputs from universities are applied to improve government performance.


Speaking at the ceremony, Secretary-General of the Office of the Prime Minister, Dr. Jim Yonazi, said the partnerships will strengthen the capacity of monitoring and evaluation professionals, support joint assessments of development projects, and promote innovative research to inform government planning.

“The government stresses that the success of these MoUs will be measured by their tangible outcomes, aligned with the directives of the Sixth Phase Government under President Dr. Samia Suluhu Hassan, with a focus on measurable results that directly benefit citizens,” Dr. Yonazi added.


Representing the universities, Deputy Vice-Chancellor of the University of Dodoma, Prof. Lughano Kusiluka, said monitoring and evaluation is crucial for national development. 

He assured that universities would collaborate with the government to ensure effective implementation and serve as a model for neighboring countries to learn from Tanzania’s experience.


Director of the Department of Government Performance Monitoring and Evaluation, Ms. Sakina Mwinyimkuu, said the collaboration aims to strengthen the country’s capacity and foster a culture of accountability across public institutions.

The partnership marks a significant step in aligning academic research with government priorities, ensuring that policy decisions and development initiatives are informed by evidence and deliver real benefits to Tanzanians.
