Retired RC Msengi condemns October 29 violence, calls for accountability

Retired Dar es Salaam Regional Commissioner, Dr. Ibrahim Msengi, speaking on behalf of the CCM Regional Chairperson, has condemned the violence that occurred on and after the October 29, 2025 General Election. 

He said the events were not peaceful demonstrations but acts of criminality and organised chaos.

Dr. Msengi made the remarks on Monday, November 24, 2025, in Dar es Salaam during the reception of Prime Minister Dr. Mwigulu Lameck Nchemba. 

He stressed that what happened was “not a protest, but criminal activity accompanied by extremism and various forms of lawlessness.”

He thanked President Samia Suluhu Hassan for forming an independent commission to investigate the October 29 disturbances, saying the move reflects strong leadership and a commitment to safeguarding national peace.

“Our CCM National Chairperson has already formed a commission that we trust, and I believe it will provide clear answers and necessary actions will be taken,” he said. “Security is a key pillar in our party manifesto. Without peace and security, there can be no development.”

Dr. Msengi criticised those who have been speaking publicly about rights while avoiding the equally important issue of responsibility.

“In many things we hear online, people talk about rights and occasionally mention peace, but I have not heard them speak about responsibility,” he said. “If you demand rights, you must also fulfil your duties as a citizen. Those who participated in the violence—along with those who sent them—have not talked about responsibility.”

He emphasised that rights and accountability must go hand in hand. 

He noted that if every citizen fulfils their obligations, peace and justice will prevail and endure in the country. He urged stronger accountability measures to protect these national values.
