Tanzania shines on global stage as TPF Inspector Sultani represents nation in Dubai

Inspector Sadiki Ally Sultani, a legal officer at the Tanzania Police Force (TPF), proudly represented Tanzania in the Police Innovation and Leadership (PIL) Diploma, a prestigious international programme hosted by Dubai Police in collaboration with the Rochester Institute of Technology (RIT).

 The programme gathered 54 officers from 39 countries, offering a global platform for exchanging knowledge and pioneering ideas in modern policing, leadership, and innovation. For Inspector Sultani, the experience was not just academic it was a moment of immense pride for Tanzania’s growing reputation in professional and community-focused policing.

 “Representing Tanzania in this global programme was a true honour,” he said. 

“Dubai Police has set a new standard in integrating technology, innovation, and humanity in policing. I’m proud to have shared our perspective and to bring home lessons that can help strengthen our own systems.”

 A Model of Smart and Human-Centred Policing

 With over 16 years of experience in policing and legal affairs, Inspector Sultani described Dubai Police as a model of modern law enforcement that combines innovation with compassion.

“Dubai Police doesn’t just adopt technology — it creates it,” he said. “Its use of artificial intelligence, smart systems, and digital transformation shows how innovation can serve both security and people.”

 Among the innovations that most impressed him were the Smart Police Stations (SPS), which allow members of the public to access police services at any time without human intervention. “These stations redefine service delivery,” he explained. “They make policing faster, more transparent, and more connected to citizens. That’s the kind of system every modern police force should aspire to.”

 He believes that similar concepts could be successfully adapted in Tanzania, provided there is investment in training, infrastructure, and capacity development.

“Innovation begins with the human mind before the tools,” he said. “If we plan and invest wisely, Tanzania can achieve equally remarkable progress.”

 Building Trust Through Community Connection

 Beyond technology, Sultani said what inspired him most was Dubai Police’s emphasis on the human side of security. He attended community events organised by the Positive Spirit Council, which promotes unity, tolerance, and cooperation among all residents.

“What I witnessed went beyond traditional policing,” he said. “Dubai Police connects with the community through inclusion and dialogue. It’s policing that listens, not just enforces.

 A Transformative Learning Experience

 Inspector Sultani said the PIL Diploma was a defining chapter in his professional journey and his first time studying abroad.

 “Before this experience, I had limited knowledge of innovation in policing,” he admitted. “The diploma broadened my understanding of artificial intelligence, digital transformation, and modern leadership. It also helped me build lasting friendships and partnerships with colleagues from across the world.”

 He added that such global exposure enhances Tanzania’s ability to exchange expertise and collaborate internationally on security and criminal justice reform. “We all share one vision — building safer, smarter, and more people-centred police institutions.”

 Knowledge into Practice

 Upon returning home, Inspector Sultani prepared a detailed report for the Inspector General and the Director General of the Tanzania Police Force, outlining best practices and lessons learned from Dubai.

“My goal is to apply what I’ve seen in ways that benefit our systems,” he said. “Dubai doesn’t wait for the future — it creates it. That’s the mindset I want to help foster in Tanzania.”

 Dubai’s Progress and Spirit

 Sultani also expressed deep admiration for Dubai itself — its infrastructure, organisation, and hospitality.

 “Dubai is one of the most advanced and welcoming cities in the world,” he said. “Its people are humble, its systems efficient, and its leadership visionary. Seeing the city from the top of Burj Khalifa reminded me that progress is built on imagination and hard work.”

 Policing with a Digital Mind and a Human Heart

 Inspector Sultani thanked Dubai Police and the organisers of the PIL Diploma for their professionalism and global vision.
