Finance Ministry directs experts to fully embrace upgraded CBMS system

Budget officers and experts tasked with preparing and overseeing the implementation of the national budget have been directed to fully embrace the upgraded Computerized Budget Management System (CBMS) in order to strengthen government budget management and improve efficiency in the use of public funds.

The directive was issued in Dodoma by the Commissioner for Budget at the Ministry of Finance, Mr. Meshack Anyingisye, when opening a training programme on the upgraded CBMS. 

The programme also reviews the execution of the 2024/25 budget, preparations for the 2025/26 budget, and consultations on improving the guidelines for the 2026/27 national plan and budget.

Mr. Anyingisye underscored the importance of budget experts in shaping the government’s fiscal discipline and urged them to use the training to provide strategic advice to ministries, departments and agencies on budget execution.

“Budget management is not the sole responsibility of the Ministry of Finance; it is our collective responsibility. We must diligently perform our roles by offering professional guidance and carefully analyzing statistics from our respective budgets,” he said.

He stressed that the active participation of officials in the training signals a shared commitment to enhancing accountability and ensuring that government priorities are effectively delivered.

On his part, the Assistant Budget Commissioner in charge of analysis and techniques, Mr. Fundi Makama, said the training has drawn participants from ministries, independent departments, government agencies, regional secretariats, and local government authorities.

He explained that the five-day training will be conducted in two phases. The first focuses on familiarising participants with the upgraded CBMS, while the second will review preparations for the 2025/26 budget and assess the implementation of the 2024/25 budget.

“The exercise will also generate valuable feedback to inform the drafting of guidelines for the preparation of the 2026/27 national plan and budget, which is expected to begin soon,” he said.

From the participants’ side, Mr. Deodatus Kayango, Assistant Regional Administrative Secretary for Planning and Coordination in Geita Region, said the training will help improve planning processes by promoting the use of digital systems to simplify budget preparation, implementation and monitoring.

The technical workshop has been described as an important platform for reflecting on the achievements and challenges encountered during the execution of the 2024/25 budget, reviewing the formulation of the 2025/26 budget, and gathering input for the government’s 2026/27 plan and budget guidelines.
