The Government has concluded a five-day training for budget officers aimed at improving the management and monitoring of public funds.
The Permanent Secretary in the Ministry of Finance, Dr. Natu El-maamry Mwamba, commended the officers for their dedication and active participation.
Her remarks were delivered on her behalf by the Director of Administration and Human Resources, Lusius Mwenda, during the closing session held at Kambarage Hall, Treasury Square in Dodoma.
Mr. Mwenda said the training was essential for enhancing participants’ understanding of government budget processes and ensuring effective execution of public resources. Participants included officers from ministries, independent departments, government agencies, and regional secretariats.
“The workshop guided participants through Treasury Circular No. 1 of the 2025/26 financial year, covering development expenditure requests, other spending requirements, and intra-vote transfers using the upgraded CBMS system,” Mwenda said.
The sessions also focused on revenue mobilization strategies, implementation of projects funded by the World Bank, and evaluation methods necessary for efficient budget performance. Participants reviewed government budget accounting, assessed projects under national plans, and analyzed the impact of various initiatives on the national budget.
In addition, research findings on resource allocation, government spending in education, health, and water sectors, and UNICEF evaluations of budget preparation, execution, and governance were discussed.
Mr. Mwenda said coordinators of the workshop compiled extensive recommendations and resolutions that will inform the 2026/27 Budget Guidelines. These guidelines are critical for guiding ministries and agencies on effective planning, implementation, and monitoring of public funds.
He assured participants that their feedback would be incorporated into the next budget cycle and encouraged them to continue submitting additional input through official written channels.
The training underscores the Government’s commitment to improving public financial management and ensuring accountability in the use of national resources.
