15 key actions in the first 100 days of Samia Suluhu Hassan’s second term to implement CCM’s 2025–2030 manifesto


We are opening a new chapter of hope for our nation. The journey to realize Vision 2050 has begun. The commitment of the government I will form, once entrusted with your mandate, is to deliver tangible changes that directly touch the lives of our people. We will uphold dignity and hard work for every Tanzanian. If granted the people’s trust in the October 29, 2025, General Election, within the first 100 days of my leadership, I will oversee the following actions as part of implementing the CCM Manifesto:

1. Officially begin the rollout of the Universal Health Insurance Law. Within the first 100 days, we will launch a pilot phase of the National Health Insurance System, starting with senior citizens, children, expectant mothers, and persons with disabilities. Their medical costs will be covered by the National Health Insurance Fund.

2. The government will fully finance specialized treatment and diagnostic tests for underprivileged citizens suffering from non-communicable diseases such as cancer, kidney failure, heart disease, diabetes, orthopedic, and neurological conditions—diseases that are most costly and unaffordable to low-income families.

3. Effective immediately, no hospital in the country will be allowed to withhold the body of a deceased patient due to unpaid medical bills.

4. Recruit 5,000 new health workers, including nurses and midwives, to strengthen maternal and child health services.

5. Establish a rigorous scientific strategy to ensure every Standard Three pupil can read, write, and count with ease.

6. Launch the National Skills Compact for Industry—an initiative bringing together employers, technical and vocational training institutions (TVETs), and universities to align training with priority sector needs, starting with energy, ICT, and value-added industries.

7. Recruit 7,000 new teachers in mathematics and science subjects.

8. Establish a Youth and Women Employment Fund worth TZS 200 billion to expand access to capital for small and medium enterprises (SMEs) and support the growth of start-ups.

9. Introduce a formalization program targeting the informal sector, including food vendors, transport operators, and micro-entrepreneurs.

10. Launch a special program to build industrial clusters in every district, aimed at creating jobs through value addition in agriculture, livestock, fisheries, mining, forestry, and construction materials.

11. Begin implementation of the National Water Grid to secure reliable water sources for households, farming, livestock, and businesses. The grid will draw water from major lakes—Victoria, Tanganyika, and Nyasa—as well as key rivers across the country.

12. Launch fast-track energy projects, including rural electrification through renewable energy (solar and wind) and promotion of clean cooking energy. This will reduce reliance on firewood and charcoal while protecting the environment.

13. Accelerate the construction of paved and concrete roads in both urban and rural areas.

14. Introduce a citizen-friendly accountability system where ministers, regional commissioners, and other government executives will provide updates and respond to public questions through digital platforms and free SMS services.

15. Initiate national dialogue with stakeholders—including civil society organizations, religious leaders, business leaders, and political parties—to advance and complete the process of a New Constitution.
