Tanzanian delegation in Kosovo to deepen public procurement oversight

A high-level delegation from the Public Procurement Appeals Authority (PPAA) of Tanzania, led by its Chairperson, Retired Judge Awadh Bawazir, has arrived in Prishtina, Kosovo, for a five-day working visit aimed at strengthening oversight and transparency in public procurement systems.

The mission, running from July 14 to 18, 2025, brings together key actors from Tanzania’s procurement and finance ecosystem. 

It includes members of the Appeals Authority, the Commissioner for Public Procurement Policy in the Ministry of Finance, Dr. Frederick Mwakibinga, Director of Planning in the Ministry of Finance, Mr. Moses Dulle, and senior officials from PPAA.

Speaking upon arrival, Judge Bawazir said the visit is focused on knowledge exchange and experience-sharing with Kosovo’s procurement regulatory institutions, particularly in the use of electronic systems for managing procurement complaints and appeals.

“Our goal is to learn how Kosovo has structured its procurement governance systems, especially in the areas of transparency, complaint handling, and digitalization of processes. These lessons will contribute to ongoing reforms back home,” said Judge Bawazir.

The Tanzanian delegation was officially received at Prishtina International Airport by Mr. Ilir Muçaj, Secretary General at the Ministry of Foreign Affairs of Kosovo.

During their mission, the team is scheduled to meet with several strategic institutions including the Procurement Review Body (PRB), the Public Procurement Regulatory Commission (PPRC), the National Audit Office (NAO), and the Central Harmonization Department for Internal Audit (CHDIA).

The visit comes at a time when Tanzania is scaling up its efforts to modernize public procurement practices, improve service delivery, and enhance value for money in the use of public resources. 

The exchange is expected to foster stronger institutional frameworks for procurement appeals and accountability mechanisms in line with international best practices.
